The Cuba lobby is the Israel lobby's Caribbean franchise. Reagan's people told the exile leadership to "copy the Israeli lobby," and they did.
They turned exile grievance into PAC money, PAC money into congressional discipline, and congressional discipline into sanctions law.
That is why the U.S. blockade survives every president, every UN vote, and every humanitarian catastrophe it creates.
You can see the coalition in the annual UN vote, where the planet says end the blockade and Israel keeps showing up as Washington's loyal second.
The machinery began in 1981, when the Cuban American National Foundation was built on the AIPAC model. The public face was "freedom for Cuba."
The operating system was donor money, congressional targeting, and laws no president could casually undo. The result was Torricelli in 1992 and Helms-Burton in 1996, the legal cage that still structures Cuba policy.
In 2003 CANF reconstituted itself as the U.S.-Cuba Democracy PAC. Mauricio Claver-Carone explained the model without euphemism: after Castro, the PAC would keep helping Cuba "much like the Jewish community extends a hand to Israel."
Cuba was being imagined less as a country than as an Israel-style client project.
In 2011, the American Jewish Committee launched the Congressional Latino-Jewish Caucus. The point was explicit: to bind U.S., Latin American, and Israeli politics into one congressional lane.
We can see the pattern: whenever Latin America criticizes Israel, the caucus translates it into Iran, Hezbollah, Hamas, terrorism.
Colombia criticizes Israel and the translation is immediate: "surrender to terrorism and to the Ayatollah's regime in Iran." That is how Cuba, Venezuela, Nicaragua, Iran, Hezbollah, Hamas, and Israel become one Washington sentence.
The deliverable is Marco Rubio.
Little Marco is the Cuban-American politician Norman Braman bought early and carried far. His owner Braman is a Miami billionaire, founding chair of the Holocaust Memorial, $10 million Georgetown Jewish Civilization donor, UF Holocaust Studies funder.
Braman put roughly $6 million into Rubio's super PAC, helped fund his FIU salary, paid Jeanette Rubio's company more than $275,000, and accompanied Rubio on his first senator-elect trip: Israel.
The investment paid out.
The first payout was 2017: Rubio helped kill Obama's Cuba opening. Then Cuba was welded to the same terror-state category as Iran and Syria.
Diaz-Balart handled the congressional side: fund Israel, protect Jerusalem, defund UNRWA, punish the ICC, restrict Cuba. AIPAC thanked him by name.
The endpoint came in 2026: Rubio explaining that the U.S. struck Iran because it knew Israel would move and knew Iran would answer.
The Cuba lobby did not just ally with the Israel lobby. It learned from it, staffed with it, legislated beside it, voted with it, and now governs through it.
