It appears to me that if you limit all your healthy minor league pitchers to 70/80 pitches you shouldn't be surprised when they can only throw 70-80 pitches with conviction and command. We will see if that's true as more come through the big league club.

Craig Counsell doesn’t appear to be a fan of the rule where two-way players aren't counted against the 13-pitcher roster limit: “And then there’s one team that’s allowed to carry basically one of both, and that he gets special consideration. Which is probably the most bizarre rule. ... For one team.”
