Today, Kenya takes a transformative step towards equity, dignity, and full participation for all with the launch of the Kenya Joint Disability Inclusion Strategy 2025โ2027.
This strategy is the outcome of a truly inclusive process โ bringing together government, Organizations of Persons with Disabilities (OPDs), civil society, the private sector, development partners, and UN agencies. It embodies our shared commitment to building a society where persons with disabilities are not only included, but fully empowered as agents of change.
Grounded in the values of respect, equality, accessibility, and participation, the strategy supports the newly enacted Kenya Persons with Disabilities Act, 2025, and other key policy documents, ensuring that legal reforms are translated into action and impact on the ground.
The strategy is structured around five thematic areas:
- Economic empowerment
- Political empowerment
- Digital empowerment
- Access to facilities and services
- Data and statistics
These are advanced through five strategic pillars:
1๏ธโฃ Employment and financial inclusion
2๏ธโฃ Leadership in governance and political participation
3๏ธโฃ Expansion of digital access and assistive technologies
4๏ธโฃ Universal access to public services and infrastructure
5๏ธโฃ Comprehensive data for policy design and monitoring
At its core, the strategy is driven by a clear vision: a Kenya where persons with disabilities are recognized as equal citizens, leaders, and innovators, and where their voices and contributions actively shape the countryโs development journey.
It also seeks to address long-standing gaps that have held back progress:
๐น Barriers to education and decent work that limit economic independence
๐น Limited representation in decision-making spaces at national and county levels
๐น Inadequate access to digital technologies and assistive tools that enable participation in a modern economy
๐น Physical and systemic barriers to public services and infrastructure
๐น Insufficient, disaggregated data to inform inclusive policy design and monitoring
By targeting these challenges, the strategy charts a roadmap to transform commitments into tangible outcomes that improve lives.
UNDP and partners, fully aligned to our commitment to leaving no one behind, we are shaping a future where persons with disabilities have equal opportunity to learn, work, innovate, and lead.
This milestone would not have been possible without the dedication and collaboration of government institutions, Organizations of Persons with Disabilities (OPDs), civil society, the private sector, development partners, and UN agencies who came together to shape this strategy.
