There are two types of frequency weapons, depending on their effect.
One is a directed energy weapon, which damages targets using the energy of focused electromagnetic waves.
Directed energy weapons were documented in a 1940 report by the Special Higher Police, Japan's intelligence agency at the time, which stated that they witnessed test firings at the Army's Noborito Research Institute and confirmed their completion.
The other type is the neuroweapon, which uses frequency modulation technology to carry control signals via pulse waves. Neuroweapons require artificial intelligence to calculate the control signals.
The artificial intelligence used in neuroweapons has its origins in Norbert Wiener's anti-aircraft weapon concept during World War II and the mathematical formulation of neural circuits by his students, Warren McCulloch and Walter Pitts, at the Massachusetts Institute of Technology.

As a human experiment subject and Targeted individual living in Japan, I can assert that the gruesome crimes currently rampant around the world originate in Japan—that is, the widespread use of neurotechnology as a weapon, systematic stalking, human experimentation to create terrorists and sex slaves, medical kidnapping, remote torture, remote rape, and the rumored brain narcotics and cannibalism.
Just as the Japanese government has been continuous from pre-war to post-war Japan, pre-war Japanese scientific research has been carried on in the post-war era. Furthermore, the lack of criticism of human experimentation and the cooperation of the entire nation are also the same in both pre-war and post-war periods. Moreover, medical abduction has functioned as a gateway to human experimentation, just as it has in both pre-war and post-war periods. The same applies to organized stalking and sexual slavery. These methods, originating from cannibalistic tribes, have evolved into money laundering, exploiting public medical and welfare care to convert human lives into currency before circulating it.
As you all know, Unit 731 had already perfected a biological weapon in the 1940s that transmitted the plague through fleas. These were actually used against China, and there were plans to use them against the US as well. In addition to the plague, they also produced enough rinderpest to kill all the cattle in the entire US.
Similarly, the Shimada and Ushio branches of the Naval Technical Research Institute, and the Noborito Army Research Institute had already developed DEW at that time. This research brought together some of Japan's top scientists, including Hideki Yukawa and Shinichiro Tomonaga, who later won the Nobel Prize in Physics, as well as Hideji Yagi and Shintaro Uda, who invented the Yagi antenna, and was a project to turn the tide of the war.
The following is a chronological account.
In 1933, the development of microwave oscillators began, spearheaded by Navy Technical Captain Yoji Ito, and the following points were shared:
① Radio waves have the characteristic of being reflected by the ionosphere.
② The shorter the wavelength, the more accurately they are reflected.
③ The shorter the wavelength, the more clearly smaller objects can be identified.
④ The shorter the wavelength, the more information is conveyed and the higher the accuracy.
⑤ Short-wavelength radio waves have a constant error regardless of distance, enabling accurate information transmission.
The 1935 Army internal document, "Regarding the Establishment of Special Technology Research Guidelines," records the following five types of new weapons:
① A device that applies DEW to the human body or electrical equipment.
② A device that ionizes the air to act on the human body or electrical equipment, or to detonate explosives.
③ A device that dazzles the enemy with a powerful beam of light.
④ An electromagnetic device used in air defense weapons.
⑤ A device that destroys enemy communication networks, etc., all at once using powerful electromagnetic waves.
In 1938, Japan's first ultra-high frequency magnetron was developed, and the following year, 1939, the M-3 model with an output of 500W was completed.
In 1940, the Special Higher Police, Japan's intelligence agency, reported the following regarding secret research at the Ninth Army Technical Research Institute, also known as the Noborito Research Institute:
"This new weapon, called the Death Ray, was already completed. It had an irradiation effect within approximately 4 kilometers, but... (omitted)... My adjutant, who was exposed to it, suffered from headaches, fever, vomiting, and stomachaches, and was bedridden for two days. At the time, there were many high-ranking military officers besides this commander who encouraged cannibalism. Their motivations for cannibalism reveal that it was rooted in tradition. According to a report from the Special Higher Police, Japan's intelligence agency at the time, the Noborito Research Institute had already completed the development of a DEW with a range of approximately 4km that could induce headaches, fever, vomiting, and abdominal pain in targets, by 1940.
BioWeapons and Human Experimentation
Unit 731 was preparing to use bioweapons, refined through combat use on the Chinese mainland, on the American West Coast. They had already manufactured plague bombs transmitted by fleas, enough rinderpest to kill all the cattle in the US, aircraft to drop them, and aircraft carrier submarines to launch them. There are various theories as to why it wasn't carried out, and many documents romanticize the reasons for its cancellation, but it would likely have been carried out if the war had lasted longer.
Deconstruction and Reconstruction of Personality
Japan attempted to coerce local youth in occupied territories into volunteering for suicide attacks using the same methods as the "Manchurian Candidates" and "Project Monarch" included in MKUltra. Kidnapping Through Fraud

Japan had a public insurance system even before WWII, and the practice of using public institutions to monetize human lives had existed for a long time. In the occupied territories of Japan, there were vast poppy fields managed by the military, refining facilities run by zaibatsu (financial conglomerates), and a huge number of public opium dens. Salaries were often paid in opium, creating new patients. The head of this entire opium economy was a member of the imperial family.
Weather Manipulation
According to the memoirs of a researcher who worked at the Noborito Research Institute shortly before the end of the war, Japan was also experimenting with weather manipulation, such as using focused ultraviolet beams to ionize the air and using the resulting electric charge to make lightning travel horizontally. This was not used in actual combat due to the difficulty of securing power on the battlefield.
Plasma Weapons
The Nakano Army School, an institution for training intelligence officers, conducted experiments in Manchuria on a two-person object that could fly around within a 300m range by applying high-frequency electromagnetic waves from three directions to create plasma, using that energy to raise the object, and adjusting its direction with a parabolic antenna. Of course, the people who boarded the object were subjects of human experimentation and likely died.
As explained above, you can see that the development Japan was undertaking before the end of WWII was in the same field as the war crimes against civilians that the CIA and others are currently carrying out in secret.

There's actually a city called Hitachi, which is the center of the Hitachi group. Furthermore, there are Hitachi-affiliated research institutes scattered throughout Japan.
These are joint research facilities with the government, so they receive grants for their research, and apparently, they also commercialize their products after development, generating profits. Besides Hitachi, Toshiba and NTT are also said to be similarly involved in the development of telepathic weapon technology.

Right around the same time, propulsion scientist Amy Eskridge claimed an RF k-band directed energy weapon burned her hands through her window — an ex-CIA weapons expert even looked at the damage and the scorched glass and told her exactly how it was built. She sent the photos to a friend, then died by gunshot two months later.

In this clip from an interview with Jorn Luka posted to Luka’s eponymous YouTube channel in July 2025, Fitts notes that “Palestinians [have been used] to prototype the 15-minute cities and now [they’re being used] to prototype [a] land grab. And if we let this happen…this is not going to stop [there].”
Fitts adds, “If we let this go down… it's going to keep happening around the world because this is not a one-off situation; this is a prototype, and that's why the Palantir technology [being used] is relevant.
