Excerpt from my review of E-Citizen, due for release tomorrow:

Finding: Revenue diverted through an undisclosed account.

Equity Bank statements for eCitizen collection accounts show two transfers of KSH 6,327,289,597 in connection with an undisclosed account named "pesaflow", which was never among the collection accounts approved by the National Treasury. The full amount irregularly collected through it could not be established — the bank statement for the account was never provided for audit.

Finding: Ksh 127.8 million was moved out of the government paybill to private entities.

Let that sink in.

All collections into Paybill 222222 were to sweep automatically to the KCB settlement account. On 25 January 2024, four transactions totaling Ksh 127,850,950 went instead from the paybill to private entities.

Private entities!

No approval or supporting documentation was provided for audit — a breach of Article 201 of the Constitution.

These two examples constitute KSH 6.5 billion in theft of public funds.

After meeting the Ps sports Elijah Mwangi on May 8th. Referring a national award Scheme they showed me, We agreed that One Gold would award me Ksh. 750k, One Silver Ksh. 500k. I had 3 Gold Medals, 750k × 3 = Ksh. 2.25M + Ksh. 500k( One Silver Medal). Total= Ksh.2.75 Million + Reimbursements. However they sent money for 1 Gold medal which i was forced to later sponsor myself to China. I didn't get a balance of 2M on Cash awards and I don't know what was paid. We requested documents to prove what was paid without success.
