According to my anecdotal research, one simple explanation for this (and similar spending in Chicago and LA, without great outcomes) is in part:
Our schools do social work.
That staff to student ratio has grown in all of those districts, but the average class size has also grown. Meaning, those new staff are often administrators, special educators, counselors, and social workers.
In big cities, we've heavily defunded our social safety net, and pushed the work onto schools.

As per usual, if you ask young people to reflect seriously about their experiences in schools, what they share will be heartfelt (sometimes heart wrenching), insightful, and crucial to navigating the challenges of school change.

@davidclowery I think "She once had me" and "I lit a fire" are both deliberately ambiguous or multivalent. But John and Paul clearly had the burning the apartment meaning in mind. I think it's meant to be one of those songs in which you slowly wake up to the meaning after several listens.
