Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26.

In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples:

⦁ Rural Development: Rs 53,067 crore
⦁ Urban Development: Rs 39,573 crore
⦁ Social Welfare: Rs 9,999 crore
⦁ Agriculture: Rs 6,985 crore
⦁ Education: Rs 6,701 crore
⦁ Health: Rs 3,686 crore

Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?)

After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation.

The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. I leave it to your imagination how many of these will be forgotten and vanish by next year.

👉What are we celebrating? A sub 7% growth rate?

👉Survey estimates FY26 GDP growth at 7.4% and nominal GDP growth for the same period at just 8%. Why is the difference between nominal and real GDP growth rate only 0.6%?

👉Rupee has depreciated by over 6.5%. So a 8% nominal GDP growth with 6.5% Rupee depreciation means dollar GDP growth of just 1.5%. Why are we not worried?

👉For Viksit Bharat by 2047 - India needs a GDP growth of at least 8.2% every year for the next 21 years. What are we doing about it?

👉Finally someone in the govt accepting that the Rupee has been falling, but blaming it all on geo political uncertainty. But who will explain why the Rupee is the worst performing Asian currency especially when the dollar has weakened?

👉Why are foreign portfolio investors pulling money out of India? What is the plan to save the Rupee from this withdrawal?

👉Why is net FDI negative for 4 months in a row?

👉Why is India’s private sector not investing in India?

👉Why are Indian corporates investing more overseas than in India (outward investment of Indian cos rises from $14 bn to $24 bn in FY25)?

👉Why is manufacturing’s contribution to overall GDP still languishing at 12.8% - down from 15.6% under UPA and way below the targeted 25% of GDP?

👉Why have Make In India, Production-Linked Incentives (PLIs), failed to boost manufacturing?

👉Modi govt had announced 3 Employment-Linked-Incentive schemes (ELIs) in FY25 Budget to create more than 2 crore jobs. How many jobs have been created?

❓What is the Modi government doing for women?

👉 1 in 4 urban young women who want to work cannot find a job.

👉 Women’s labour participation rate is rising only because women are either working in agriculture because men are moving to the cities or women are doing unpaid household work.

👉 In 2024-25, 68 lakh students exited the school system, out of which 32 lakh were girls.

👉 According to the NFHS-5 report, 52.2% of pregnant women in India are anaemic.

👉 Elderly women (above age 60) face disproportionate vulnerability and lack of financial security.

❓What is the situation for the most vulnerable, the elderly and disabled?

👉 Budget slashed for the National Social Assistance Programme (NSAP), which provides non-contributory income security to BPL elderly, women & disabled.

👉 Over the last 10 years, the NSAP budget has gone down from Rs. 10,547 crore in FY2014-15 to Rs. 9,652 crore in FY 2025-26, i.e., from 0.6% to just 0.2%.

👉 Over 40% of the elderly are in the poorest wealth quintile, and 18.7% have no source of income.

👉 The minimum social security for the elderly has been frozen at just Rs. 200/month.

👉 78% of the elderly population does not receive any form of pension support.
