Comptroller Jonathan V. Gould

32nd Comptroller of the Currency

[Comptroller Jonathan V. Gould @USComptroller]

At the @USOCC, we have worked diligently and expeditiously to deliver the GENIUS Act final rule ahead of schedule to support President Trump's vision and @SecScottBessent's leadership to grow the economy and lead the global digital currency revolution.

Today marks the birth of a new industry having a federal framework for payment stablecoins in the digital age. It also brings us back to our original mission when the OCC was charged with the responsibility for organizing and administering a system of nationally chartered banks and a uniform national currency.

President Trump signed the GENIUS Act into law to reshore innovation, reassert dollar dominance, and cement America’s leadership in digital assets. @USComptroller Jonathan Gould discussed the OCC’s final rule to implement this historic legislation and create a federal framework around payment stablecoins from the floor of the @NYSE as the Trump Administration propels American capital markets into the future.

This week, the @USOCC released the final rule for President Trump’s historic GENIUS Act, which seeks to deliver regulatory clarity for payment stablecoins and cements America’s position as the crypto capital of the world. @SecScottBessent’s Treasury Department, including the OCC, is taking a leading role on the implementation of this landmark legislation.

The NYSE was pleased to host a discussion between @USComptroller Jonathan Gould and @RealVision’s Senior Host & Crypto Editor Ash Bennington on this watershed moment for the industry.

President Trump fundamentally transformed the future of finance with the signing of the GENIUS Act last year.

Today, U.S. Treasury’s @USOCC took a critical step toward implementing this historic legislation with the release of a final rule that delivers a federal framework for payment stablecoins that further cements American dominance in digital assets.

[Comptroller Jonathan V. Gould @USComptroller]

It was my pleasure to meet with more than a dozen community bankers today to discuss the @USOCC’s implementation of the GENIUS Act and the next chapter of American banking.

Since our founding under the National Currency Act of 1863, we have helped American banking meet the needs of each new generation. We carry that responsibility forward today.

The banks that helped build this country must have every opportunity to build its future.

[Treasury Secretary Scott Bessent @SecScottBessent]

The GENIUS Act marks a watershed moment in American finance, further cementing the United States as the crypto capital of the world. Just as President Abraham Lincoln’s National Currency Act of 1863 established a national framework for bank-issued currency, the GENIUS Act establishes a federal framework for payment stablecoins in the digital age.

The @USOCC's final rule carries that landmark legislation forward, providing a clear, practical foundation for private-sector innovation, competition, and American leadership in digital assets.

Fun Facts from inside the Fortress of Finance:

- Over 70 million Trump accounts have been created, of which 60 million have been auto-enrolled. Over $8 billion have been deposited in these accounts since July 4th. With Musk’s announcement today, the total will rise to almost ~$19 billion at current SPCX prices.

- The Treasury and IRS issued proposed regulations for the implementation of the new Federal Scholarship Tax Credit. It is estimated that as many 2.2 million scholarships of up to $3,400 each year will be funded in this first ever federal tax credit for private K-12 education starting in January 2027.

- The OCC issued a bombshell report on debanking abuses during the Biden administration. The findings show that from 2020 to 2025 America’s nine largest banks actively pursued policies to deny or limit access to financial services based on the political or religious beliefs of their clients. The report examined over 100,000 complaints and over 50,000 internal bank records.

- In the Secretary’s statement to the IMF/World Bank he asked the Fund to sharpen its analysis of “the role non-market policies and practices and exchange rates play in driving external imbalances,” and he asked the Bank to “formally retire its prohibition on financing upstream gas and oil”.

- The somewhat hotter than expected core CPI and PPI numbers, the stronger retail sales/industrial production data, and the steady increase in energy prices over the past week have  NOT created any major headwinds for either the stock or bond markets. The S&P500 is about 1.5% off its record high set back on Oct 6th. And the 10yr Treasury yield has fallen over 20bps from its cycle highs of 5.36% set back on Oct 7th.

Thank you, @PatrickJWitt, for your leadership in advancing President Trump’s agenda to drive financial innovation and make America the world’s leader in digital assets. It has been a pleasure serving alongside you.

[Patrick Witt @patrickjwitt]

Serving in this administration has been the privilege of a lifetime.

From helping to stand up the most successful presidential transition in history alongside @howardlutnick and @EDSecMcMahon, to rebuilding our defense industrial base as PTDO Deputy Under Secretary for R&E and then Acting Director of OSC at @DeptofWar, to driving forward President Trump’s vision to make the United States the “crypto capital of the world” as Executive Director of the @WhiteHouse Crypto Council, I consider myself to have been the luckiest guy in the world over these past two years.

First and foremost, I want to thank @POTUS for the opportunity to serve the American people again in your second term. Your clear-eyed vision to ensure the United States remains the undisputed global superpower at this time of unprecedented technological change and geopolitical strife is critical to our nation’s future prosperity.

Second, I want to thank @DavidSacks for your visionary leadership and mentorship. I am so grateful to have been able to work with you and learn from you over the past year. Thank you also to @USWREMichael, James Mazol, @HarryYJung, Nick Elliot, Tyler Williams, @lukejpettit, Jonathan Hurowitz, Andrew Rittenhouse, Michael Friedman, @atitus7, @passalacqua_mj, @willscharf, @JamesCBraid, @MayMailman, Steve Levine, Patrick Butler, Zach Carstens, and countless others across the administration for being the best colleagues anyone could ask for. It was an honor to serve alongside you.

Lastly, thank you to @SECPaulSAtkins and @ChairmanSelig, @SecScottBessent, @USComptroller Gould, @SenatorTimScott, @SenLummis, @SenatorHagerty, @berniemoreno, @JohnBoozman, @SenThomTillis, @RepFrenchHill, and @RepBryanSteil for your partnership in advancing crypto policy over the past year with the passage of the GENIUS Act and our work to advance the CLARITY Act. With regulators and elected officials like you, I rest easy knowing the future of digital asset innovation in America is bright.

Regarding next steps, I’ll have to more to share soon. For now, I’ll say this: I am extremely bullish on America as we embark upon a new golden age of technological advancement across multiple frontiers. I’m grateful to have done my part to unleash American innovation while in government, and I look forward to advancing that same mission in the private sector! 🇺🇸

No law-abiding American should be debanked for their beliefs.

Today, I joined @USComptroller and leaders from coal, firearms, and faith-based organizations to expose politically motivated debanking brought on by Obama/Biden financial regulators and fight to end it.

[Treasury Secretary Scott Bessent @SecScottBessent]

Thanks to @POTUS’ leadership, we are delivering on his commitment to guarantee Fair Banking for all Americans.

Our review @USOCC documents how banks’ use of subjective “reputation risk” policies restricted access to financial services based on customers’ beliefs and lawful business activities. Victims spanned across the political spectrum, ranging from small businesses that sold merchandise supporting the President to companies that donated predominantly to Democrats. Under this @USTreasury Department, that won’t happen again.

We will continue working to ensure Americans have fair access to our banking system, regardless of their political or religious views.

Under the direction of @POTUS and pursuant to his Executive Order, “Guaranteeing Fair Banking for All Americans,” the @USOCC today released our debanking report.

With @SecScottBessent’s leadership, we are working to end politicized debanking. Access to banking should be based on financial risk, not political beliefs or whether a lawful industry is out of favor.

Under the leadership of @POTUS, @VP and @SecScottBessent, the Trump Administration is committed to stopping those who seek to exploit the U.S. financial system or prey on hardworking American families and taxpayers. Our community bankers are on the frontlines of this effort combatting fraud, and we were pleased to hear directly from them yesterday at a roundtable in Minneapolis.

[Comptroller Jonathan V. Gould @USComptroller]

Minnesota has seen fraud spiral out of control in recent years. Non-mortgage fraud reports in Minnesota more than doubled between 2020 and 2024, and filings of suspicious activity reports related to check fraud increased nearly 300% during that same period. @USOCC is committed to making it easier for community bankers all across the country to uphold economic and national security, including through our new fraud reporting tool.

Financial literacy fuels the American Dream and helps unlock financial freedom. The new National Strategy for Financial Literacy puts a clear focus on helping Americans save, invest, navigate digital finance, and protect themselves against scams and fraud. At @USOCC, we are proud to be a part of this effort to equip Americans with the knowledge to take control of their financial futures and participate in the world’s greatest economy.

[Treasury Secretary Scott Bessent @SecScottBessent]

The newest United States National Strategy for Financial Literacy is a roadmap to help every American build the knowledge and skills needed to achieve financial security for themselves and their families.

The advent of Trump Accounts demonstrates what this approach looks like in practice. By giving young Americans and their families an opportunity to save and invest together, we can make financial education tangible, help a new generation establish sound financial habits from an early age, and build the knowledge and confidence to participate in our financial markets.
