Under the Prime Minister's vision of Digital Pakistan and the leadership of the @MoitOfficial, the Universal Service Fund (USF) and the Internet Society (ISOC) co-hosted the successful completion event of the Jhuggiwala Pilot Project in rural Muzaffargarh.

This transformative initiative was made possible through the partnership of @USF_Pak , @internetsociety , the @GDInclusion (GDIP), @demoideas , and @nayatelpk , working together to advance digital inclusion and empower underserved communities.

The project established a Digital Community Centre for Women and introduced the Community-Centered Connectivity (CCC) Framework — a scalable model for bridging the digital gender divide and expanding meaningful connectivity across Pakistan. Through this pilot initiative, 209 women and girls were trained and certified in digital literacy, entrepreneurship, AI tools, online safety, and financial literacy, while 25 Master Trainers were developed to ensure long-term sustainability and community impact.

A highlight of the event was hearing directly from the Jhuggiwala girls as they shared their inspiring journeys, experiences, and aspirations with the Federal Minister for IT & Telecommunication, Ms. @ShazaFK , who encouraged them to continue leveraging digital skills to unlock new opportunities and shape their futures.

The event also featured a panel discussion, “Time is Now: Bridging Gender Digital Divide through Community-Centered Connectivity,” moderated by Mr. Waqas Hassan, Regional Lead for Asia at GDIP. The discussion brought together representatives from MoITT, UN Women, DEMO, and Nayatel to explore barriers to digital inclusion and how community-centered connectivity can empower women to become active contributors to Pakistan’s digital transformation.

The occasion also marked the launch of the Community-Centered Connectivity Project Report, laying the foundation for future replication of the CCC Framework nationwide.

On 4th June 2026, the current Board of Directors of Universal Service Fund (USF) held its final meeting at the USF office before the completion of its three-year tenure. The meeting was chaired by Mr. Zarrar Hasham Khan, Secretary, Ministry of IT & Telecom and Chairman of the Board.

The achievements realized during the Board’s tenure (June 2023 – June 2026) reflect its commitment to accelerating digital inclusion and national development.

Project highlights include:
•25 projects approved for award of contracts
•14 Next Generation Broadband for Sustainable Development (NGBSD) projects
•11 Next Generation Optical Fiber Network for Sustainable Services (NGOFNS) projects
•Total approved projects value of PKR 30.88 billion
•Target population of 2.85 million people through Cellular Infrastructure
•Mobile Coverage of 1,563 mauzas
•Deployment target of 3,809 km of Optical Fiber Cable (OFC)
•Connectivity target of 459 Union Councils and towns through OFC

These milestones underscore the significant progress made in expanding broadband access, strengthening digital infrastructure, and creating opportunities for communities across the country.

The USF Board also approved FY 2026-27 budget of Rs 32.9 Billion building on the forward momentum.
The USF Management extended its heartfelt gratitude to all outgoing Board Members for their invaluable contributions, dedication, and service.

The foundations laid during their tenure will continue to support USF’s efforts to bridge the digital divide and enable inclusive socio-economic development throughout Pakistan, in line with Prime Minister’s vision of Digital Nation Pakistan.

Wrapping up the World Telecommunication and Information Society Week with pride, announcing the successful completion of training batches at the Digital Community Centre (DCC) for Women at Jhugiwala, delivered through the collaborative efforts of @USF_Pak , @internetsociety , @GDInclusion , @demoideas @nayatelpk to strengthen digital and IT skills amongst women and young girls in rural communities.

Following this milestone, a Certificate Distribution Ceremony was held at the DCC to honour our female Community Champions and other trainees for their enthusiasm, dedication and hard work for a successful completion of the programme.

The event witnessed strong participation from women & young girls from Jhuggiwala and its surrounding areas, and received exceptionally positive feedback, reflecting the growing impact of digital inclusion and grassroots empowerment in marginalized communities.
