Good morning Pilipinas! 96% of the votes are now in and the first Bangsamoro parliamentary election appears to have delivered a hung parliament. With 41 seats needed for a majority, neither the BFP nor the UBJP comes close to governing alone. Both are led by ex-MILF leaders. The BGC, led by traditional clans, holds enough seats to be the kingmaker in either a BFP or UBJP-led coalition government.

So, our first Bangsamoro government will be a coalition of two or more parties. And perhaps fittingly so. The first election has not produced a single hegemonic party, but a parliament in which former combatants, traditional political clans, regional parties and other political interests will have to negotiate with one another to form a government. This kind of ‘fragmentation’ is hardly unusual in post-conflict (or transitioning) societies. What matters is what happens next: whether political actors learn to settle differences through coalition-building, parliamentary bargaining and elections rather than coercion.

Big congrats to the people of Bangsamoro for the successful elections! Democracy and peace is always worth all the struggle. Pagpalain!
