Our intelligence and special services are now working to establish all available information about yet another attack in the Black Sea targeting civilian vessels. Two civilian vessels were attacked in Bulgarian waters last night. One sank, while the other sustained significant damage. We express our sympathy to everyone affected.

Ukraine’s Defense Forces conducted no operations in this area of the sea, and this latest tragedy involving civilian vessels is another part of Russia’s effort to make the western Black Sea completely unfit for navigation.

We verified all the details with the Bulgarian side. Our Navy contacted its counterparts in Bulgaria, and it has been established that this was a combined Russian attack using maritime and aerial drones.

I instructed our Armed Forces, the Ministry of Defense of Ukraine, our intelligence, and other services to coordinate with our partners as fully as possible – so that both they and we have greater capacity to defend ourselves.

I met with Additional Minister in the Ministry of Finance of Israel Zeev Elkin, who is here now with the Israeli delegation for the anniversary of the Babyn Yar tragedy. It was a horrific tragedy, but it is important that they took the time to come here during these days of remembrance – days that Russia is trying to make extremely difficult for our people with its aerial terror. Of course, it was Iran that provided Russia with the technology to produce these jet-powered “shaheds,” and it has used essentially the same kind of weapon to attack Israel. We discussed these and other threats, as well as the overall situation in the Middle East. Strong relations between Ukraine and Israel could certainly contribute to our shared security.

I held a coordination call with government officials, the military, and all key services. First, the Minister of Defense and the Commander of the Air Force reported on the deployment of air defense assets and the establishment of defense lines to protect designated key facilities. We are securing the necessary munitions for F-16s, interception systems, and interceptor missiles. The biggest challenge is with anti-ballistic capabilities, and the availability of these supplies depends entirely on our partners. We are working with them every day.

Second, over the past day, the Russians attacked several Ukrainian hospitals – in Kramatorsk and Kryvyi Rih. Our services responded, and it is important that in every region, there is a rapid response from the State Emergency Service of Ukraine to every such situation. Thank you for your professional work!

Third, government officials, together with representatives of regional authorities, have prepared additional logistics solutions in response to Russia’s operation against Ukrainian logistics. Today, we received updated intelligence on Russia’s preparations for a massive strike. We are preparing countermeasures. I held a meeting of the Staff. We had detailed reports on our electronic warfare capabilities and on how EW is used to protect our infrastructure. This very component of our defense that allows us to neutralize a significant share of Russian “shaheds”. We set additional tasks for the Armed Forces of Ukraine and for manufacturers – we are scaling up the approaches that work best.

Defense Intelligence of Ukraine also reported on Russia's technological priorities for this year and next, and on the supplies of critical components and equipment that Russia receives for weapons production to meet them. Based on this, we will prepare new sanctions packages: Defense Intelligence will submit its proposals to the Cabinet of Ministers and the National Security and Defense Council. We are also working to synchronize our sanctions accross partners’ jurisdictions.

Today, we also defined the main tasks for supplying Ukrainian forces with long-range drones next year. The key criterion is that we must be able to respond to Russian strikes in kind.
