Any one of those its then up to the Agent. The investigation and potential reunification happens after the removal. That’s the core frustration a lot of people have with the system. The only way this makes sense is if they have plans to not bring it forward and are undermining the will and the voice of the TAXPAYERS that fund them. So with that in mind there is no realistic and reasonable hope for the "swamp to be drained" when they just conspire and weasel their way off the job we voted for. They will also just pressure new people as they come in and this just proves the point that the government as is, is to big for the people to have any use from it. My original post already addressed the “not fully black” point by using the American mixed figure instead of the lower Sub-Saharan baseline. That admixture boost does raise the odds compared to the lower Sub Saharan baseline, but it doesn’t change them enough. The lower ancestral mean still drags the distribution down, so a real 172 remains extraordinarily rare.

I was focused on the practical odds for this specific claim and the bet. Even after giving the benefit of the higher mixed mean, the probability remains miniscule.

A couple dilution events won't close that gap. You'd need several generations of strong selection or heavy European ancestry to get someone in the extreme tail like 172.

You’re making a separate point about why the group averages exist and the role of biology ancestry. That wasn't the point, I was just showing that the dilution adjustment helps, but not nearly enough to matter here.
