The UK vaping sector is facing a wave of regulatory and policy change unlike anything seen before.
With the Vaping Products Duty now fast approaching and further decisions expected on flavours, packaging, in-store displays and more following the Tobacco and Vapes Act, now is one of the most consequential moments in the history of the industry.
That's why this year's UKVIA Forum has been brought forward to 13 July and will bring together stakeholders across industry, regulation, health, policy and enforcement to focus on the question:
How do we make vaping policy work best?
If you're involved in the sector, this is an event you won't want to miss.

How will the Vaping Products Duty impact you?
From October 2026, a new Duty (set at £2.20 per 10ml or £2.64 with VAT) will increase the cost of vaping products across the UK.
Based on current average market prices, the cost of:
↗️A 10ml e-liquid could increase to £5.14
↗️A two pack of 2ml pods could increase to £6.05
↗️A 100ml shortfill could increase to £38.39
We want to know how this cost increase is set to impact vapers in the UK, access to vaping products, the number of quit attempts and the black market.
Help us shine a light on the TRUE cost of the duty! Take part in our survey today: https://t.co/sqJKsGqGc3

Between today marking the first anniversary of the single use vapes ban and calls for a £5 deposit on vape sales to encourage responsible disposal, it has been a busy day of media interviews for the UKVIA.
Our Director General John Dunne had a packed schedule of media interviews including the Nicky Campbell show on BBC Radio Five Live.
He clashed with Professor Andrew Bush, an expert in respiratory disease in children, who disputed evidence that vaping was 95% less harmful than smoking and who advocated selling vapes in tobacco flavours only.
John told the professor that banning all but tobacco flavours would discourage adult smokers from quitting cigarettes and said the NHS, Public Health England and Cancer Research UK (CRUK) all agree that vaping was considerably less harmful than smoking.
Talking to Jim Diamond on LBC News, John said imposing a £5 deposit on vapes would be a ‘disaster’ as it would make it more likely for smokers to source illicit tobacco or vape products to keep costs down.
He said a £1 deposit would promote the return of used products to be recycled and called for a national government public education campaign to encourage responsible consumer behaviour when disposing of used vapes.
John added: “We are soon going to have a new duty imposed on vape products which will see a 300% price increase in some cases so also being hit with a £5 deposit is not going to work.”

We look forward to working with the brand as part of the UKVIA membership.
Our Director General John Dunne made two appearances on BBC Radio Scotland today after new research revealed that the number of shops selling vapes in Scotland had increased by 28% - from 5,473 in 2020 to 7,069 in 2024.
John told morning show presenter Connie McLaughlin that retailers such as butchers, hair salons and hardware stores were increasingly adding vapes to their product ranges to boost sales.
John said: “For the past five years we have been calling for UK-wide licensing of all vape retailers because vapes should only be sold where cigarettes are sold or from specialist vape retailers who know their products and can offer help and advice to consumers.”
Speaking on the station’s Drivetime show, John said getting tough on retailers who sold to under 18s would have a huge impact, especially if robust enforcement was backed up by fines of £10,000.
John added: “I have seen fines of £34 being handed out for selling to a 14-year-old and that is just ridiculous.”
With the Tobacco and Vapes Bill having received Royal Assent, The Tobacco and Vapes Act is now law and gives the government a wide new range of powers to further regulate the vape industry.
The focus must now be on working hard to ensure that any policy changes which flow from this Act are fair, evidence-based and reflect the public health needs of smokers and vapers across the country.
The UKVIA is pleased that the government listened to our calls for vape licensing and industry consultation to be included in the new Act and we will continue to work closely with the relevant bodies on any new regulations.
We have a wealth of information now which shows the negative consequences from over-reaching regulatory control and we must do all in our power to ensure this does not happen.
There is a fine line between getting these changes right or creating a disaster that will send people back to smoking.
The Single Use Vapes Ban has seen vapers – who were former smokers – move back to cigarettes or to sourcing black market products and the upcoming Vaping Products Duty will almost certainly exacerbate this problem.
Watch this space for the results of our recent consumer survey on The Tobacco and Vapes Act which received close to 3,500 responses.
It examined attitudes to potential new regulations – such as flavour bans and retail display restrictions - and whether vapers thought the government had their best public interests at heart.
More than half of adult smokers believe vaping is as or more harmful than smoking…how many potential quit attempts are being missed as a result?
