I read that the $2 Billion was for services already provided by contractors. While the stupidity of what the $2 Billion was order to be spent by our government beuaracrats is probably a complete waste, the contractors that provided the services probably entered into a legitimate contract spent their money and should be paid. They did what they were hired to do, not their fault our our elected officials are incompetent. The contractors are trucking companies, electricians, all sorts of legitimate businesses, pay them. Stop the incompetence going forward.
