Reasoning is that when new president is sworn in he/she can hit the ground running and not play catch-up.

@FPWellman My age must be showing, I remember in 3rd grade being taught aspects on how our government works. From 4th to 8th, civics was part of social studies including parlimentary proceedure. Government class a requirement in HS.
