Perhaps it depends on our definition of culture. The way i understand it, culture includes shared beliefs, common behavior, social institutions... We can explain the norms of corruption in so many ways, but for me this is the easiest way to explain and understand it. And we can't really separate a society's culture from its econ and political structures; it's always a cycle.

For example, why is it so easy for a boss to instruct a subordinate to do something corrupt? Perhaps there are many factors, but a major one would be that in our culture we have high "power distance". This then directly and indirectly affects what happens in our offices, what policies and laws are implemented, etc

Update dec.20: we revoked BNY's Business Permit. ANG PERMIT NILA AY BILANG WHOLESALER. WALA PARA SA INVESTMENTS/PAUTANG. 3 days namin sinubukan ipareceive ang Show Cause Order pero walang tao sa office at home address.

Wala rin sila sa SEC website ng registered companies para sa investments o lending.

Hi Maam if you mean the SEF-funded teachers, tho from LGU funds it's still the DepEd SDO that processes the applications/hiring. In brief, the arrangement between the LGU & SDO is that pending available DepEd plantilla items, the LGU will fund their salaries through the SEF--

As much as possible i will not directly involve myself in the appointments of public school teachers and officials because this would be a slippery slope in politicizing the same.

Best to talk to your principal, and perhaps SDO officials, to clarify your concerns. Thank you for your understanding.
