As reported in the media, the number is what you get when you take every department request, every proposed program, every spending increase, every want and every wish, every downloaded responsibility from the provincial government, add them all together.

This is why the US-Canada trade negotiations collapsed.

The US wanted to have control over the trade deals Canada was making around the world.

Furthermore, they wanted to use Canada (Canada's resources) as a leverage for their own deal and diplomatic activities around the world.

All while still restricting and tariffing Canada's access to the US economy.

If this was the case as Mark Carney claims, I fully support walking away from these negotiations. It's completely ludicrous and irrational.

I'd also be remiss if I didn't point out that @cardusca has been saying a version of this from the very beginning. I hope that with two major Canadian think-tanks on board, a broader consensus on fixing Canada's childcare system can be found.
