I think your reasoning is flawed. Being evil is far worse than being incompetent, even when the incompetent person was wrong to believe they were following the right path. An evil person, even if they succeed in achieving what they wanted, will not make anyone truly happy, nor will they allow others to be happy. A mistaken or incompetent person may fail, but their failure still leaves the road open for others to try. That's exactly why dictators will eventually become tyrants.

The Holocaust happened. There are witnesses, historians and countless pieces of empirical data backing it. That is not the same as guessing how many people might have died in a hypothetical scenario.

Even with COVID, the best epidemiologists could only make projections, and those were not accurate enough to calculate the real potential harm with certainty.

And even if we assume the projections were true, that still does not make it the US’s responsibility to keep funding long-term aid forever. Africa/others has had decades of foreign aid, and many of the same problems are still there. So yes, my point stands: long-term aid does not really fix the problem.
