2026 సెప్టెంబర్‌ 15 నాటికి, రాష్ట్రంలో డ్వాక్రా సంఘాలకు ఉన్న మొత్తం అప్పు రూ.86,639 కోట్లు అని కేంద్రప్రభుత్వ డేటా ను కోట్ చేస్తూ మంత్రి ప్రెస్‌మీట్‌లో చెప్పారు. రాష్ట్రంలో డ్వాక్రా మహిళల అప్పు ఇంత భారీగా ఉండటానికి కారణం ఏమిటి? డ్వాక్రా సంఘాలకు టీడీపీ ప్రభుత్వం ఇచ్చిన హామీలను ఎప్పటినుంచి అమలు చేస్తారు? ప్రతి మూడు నెలలకు జరగాల్సిన ఎస్‌ఎల్‌బీసీ మీటింగ్‌లు టీడీపీ ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత ఎందుకు జరగటం లేదు? ప్రతి మూడు నెలలకు ఒకసారి రైతులకు ఉన్న మొత్తం అప్పులు, డ్వాక్రా సంఘాలకు ఉన్న మొత్తం అప్పుల వివరాలు బయటకు వస్తాయి అన్న భయంతోనే కదా ఎస్‌ఎల్‌బీసీ మీటింగులు పెట్టటం టీడీపీ ప్రభుత్వం మానుకుంది. ఈ నిజాలను ప్రతిపక్షం కూడా ప్రశ్నించకుండా, టీడీపీ అదుపాజ్ఞల్లో ��న్న “వైయస్‌ఆర్‌సీపీ కోటరీ”, వారి నాయకుడి తెలియనీయకుండా కళ్ళకు గంతలు కట్టేసింది. రైతుల అప్పులు, డ్వాక్రా అక్కచెల్లెమ్మల అప్పులు, వారికి టీడీపీ ఇచ్చిన వాగ్దానాలు వంటి అంశాలను గట్టిగా నిలదీయలేని ఇలాంటి రాజకీయ పార్టీల వల్ల ఎవరికి ప్రయోజనం?

'ఎల్‌నినో' దెబ్బకు పచ్చటి పొలాలు ఎండిపోతున్న సమయంలో, రాయలసీమ 8 జిల్లాల్ని 'హార్టీకల్చర్‌ హబ్‌' గా మారుస్తా అంటూ భలే ‘డైవర్షన్‌’ కార్యక్రమం పెట్టారు చంద్రబాబుగారూ! మీ 45 ఏళ్ళ రాజకీయ జీవితం తర్వాత, 1995లోనే సీఎం అయ్యి, ‘నాలుగు టర్మ్‌లు’ సీఎంగా ఉండిన తర్వాత... ఇప్పటికీ రాయలసీమలో ఒక్కటంటే ఒక్కటి 50 టీఎంసీల రిజర్వాయర్‌ నిర్మాణం కాలేదు. ఇప్పుడు రాయలసీమ నిండా ఈ మండుటెండల్లో ఉద్యాన వనాలు ��ెంచుతారా? మొక్క బతకటానికి నీరెక్కడిది అనే టాపిక్‌ కూడా, ఎవరూ ఎత్తకుండా భలే ప్రోగ్రామ్‌ చేశారు చంద్రబాబుగారూ! మీ అదుపాజ్ఞల్లో నడుస్తున్న ఆ “వైయస్సార్‌సీపీ కోటరీ” కూడా ఈ విషయంలో మిమ్మల్ని నిలదీయనివ్వకుండా వారి నాయకుడి కళ్లకు గంతలు కట్టేసింది. నీరు లేకుండా, భారీ నీటి రిజర్వాయర్లు లేకుండా, కాల్వలు తవ్వకుండా... ఉద్యాన వనాలు, నందన వనాలు ఎలా పెంచుతారో, కాస్త ఆ సీక్రెట్‌ చెప్పగలరా బాబ��గారూ! మీ వ్యవహారం చూస్తుంటే, ‘ఆ ఒక్కటీ అడక్కు’ సినిమా గుర్తుకు వస్తోంది!

Indian applicants for US visitor visas are facing unacceptable delays just to secure an interview appointment. The wait is about 1 year in Hyderabad. For 2 countries with such deep people-to-people ties this is far too long. The US needs to expand appointment capacity in India and bring these waiting periods down. MEA @DrSJaishankar ji

స్థానిక సంస్థల్లో బీసీలకు 34 శాతం కేటాయిస్తున్నాం అని గతంలో వైయస్సార్‌సీపీ, ఇప్పుడు టీడీపీ ప్రభుత్వాలు జీవోలు ఇచ్చాయి. సుప్రీం కోర్టు నిర్దేశించ��న 50 శాతం లిమిట్‌ కన్నా ఎక్కువగా రిజర్వేషన్‌ ఇచ్చాం అని ముందుగా ఒక జీవో జారీ చేయటం. ఆతర్వాత ఆ జీవోమీద పిటిషన్లు వీరే వేయించటం, ఆ జీవోలను హైకోర్టు కొట్టేయటం, ఈ వ్యవహారాన్ని ఈ రోజు కూడా చూశాం.

50 శాతం పైగా జనాభా ఉన్న బీసీలతో, ఈ రెండు పార్టీలు నిప్పుతో చెలగాటం ఆడినట్టు చెలగాటం ఆడుతున్నాయి. బీసీల్లో వస్తున్న చైతన్యాన్ని గమనించలేని టీడీపీ, వైయస్సార్‌సీపీలకు గట్టి గుణపాఠం తప్పదు. 34 శాతం ��ిజర్వేషన్‌ ఇచ్చేశాం అన్న డ్రామాలతో కలకాలం బీసీలను మోసం చేయటం కుదరదు. జనాభా లెక్కలు వచ్చిన తర్వాత, బీసీలు ఈ రెండు పార్టీల మీదా తిరగబడటం ఖాయం.

నాలుగు వారాల్లో స్థానిక సంస్థల ఎన్నికలు నిర్వహించాల్సిందే అని రాష్ట్ర హైకోర్టు తీర్పు ఇచ్చినట్టుగా చెపుతున్నారు. నగర పంచాయతీలు, మున్సిపాలిటీలు, మున్సిపల్‌ కార్పొరేషన్లతో పాటు... స్థానిక సంస్థల్లో మొదటిది గ్రామ పంచాయతీ. రెండోది మండల వ్య���స్థ. మూడోది జిల్లా పరిషత్‌ వ్యవస్థ.

ఈ మూడు అంచల వ్యవస్థలో స్థానిక సంస్థలకు గత 12 ఏళ్ళుగా, అంటే ఈ రాష్ట్రం ఏర్పడిన తర్వాత, వాటికి నేరుగా దక్కాల్సిన నిధుల్ని టీడీపీ, వైయస్సార్‌సీపీ ప్రభుత్వాలు ఏనాడూ సక్రమంగా ఇవ్వలేదు. రాజ్యాంగ బద్ధంగా వారికి అందాల్సిన నిధుల్ని ఎక్కడికక్కడ రాష్ట్రంలో అధికారంలో ఉన్నవారు తమ చేతిలోకి తెచ్చుకున్నారు. స్థానిక సంస్థల అధికారాలను కూడా మింగేశారు.
మరి, ఈ పరిస���థితుల్లో నిధులు, అధికారాలు లేని స్థానిక సంస్థలకు ఎన్నికలు నిర్వహించినందువల్ల ఎవరికి లాభం? ఏం లాభం? గ్రామ పంచాయతీ ఎన్నికలు పార్టీల గుర్తుమీద జరగవు. కానీ మండల ప్రజాపరిషత్తుకు, జిల్లా పరిషత్తుకు జరిగే ఎన్నికలు పార్టీల గుర్తు మీద జరుగుతాయి.

ఎవరి పార్టీ ఎన్ని గెలిచింది అని పనికిమాలిన చర్చ చేయటానికి తప్ప; ఆ గెలిచిన గ్రామ వార్డు మెంబర్లు, సర్పంచులు, ఎంపీటీసీలు, ఎంపీపీలు, జడ్పీటీసీల���, జడ్పీ ఛైర్మన్లు... వీరి వల్ల ఎలాంటి ప్రయోజనం కలుగుతోంది అనే చర్చ ఎక్కడా జరగటం లేదు.

ఈ విషయాలన్నీ గమనించాల్సిందిగా విజ్ఞప్తి చేస్తున్నా. స్థానిక సంస్థల్లో మూడు అంచల వ్యవస్థ��ు రెండు కుటుంబ పార్టీలు కేవలం అలంకార ప్రాయంగా మార్చేశాయి. ఖాళీగా ఉన్న తమ నాయకుల్ని సమాజం మీదకు వదిలేందుకు, స్థానిక దోపిడీకి అవకాశంగా మాత్రమే స్థానిక సంస్థల ఎన్నికలకు ౖటీడీపీ, వైయస్సార్‌సీపీ సిద్ధం అవుతున్నాయి.

నిజాలు ఇలా ఉంటే, బీసీలకు తమలో ఒకరు సామాజిక న్యాయం చేస్తుంటే మరొకరు అడ్డుకుంటున్నారని రెండు పార్టీలు పరస్పరం ఆరోపణలు చేసుకుని ఈ నాటకాన్ని రక్తి కట్టించటానికి పడరాని ���ాట్లు పడుతున్నాయి. ఈ నాటకం, 50 శాతానికి పైగా జనాభా ఉన్న బీసీలతో చెలగాటం ఆడటమే.

Over 500 #HomeGuards from #AndhraPradesh continue to serve in #Telangana even years after bifurcation, causing immense hardship to them and their families. They are unable to access welfare benefits in either state. I urge the AP and Telangana governments to resolve this long-pending issue and allocate them to Andhra Pradesh at the earliest.
