Head Office isn't responding to emails, and phone calls are unanswered. I've tried contacting a Head Office representative, but there's been no response.

Should I escalate the matter to the Public Protector or write to the Minister first? Any advice would be appreciated

The applicant submitted all required documents, and Head Office acknowledged receipt, but progress is stalled.

The Department's IT section has been updating their system for over 6-12 months, with no resolution.

My uncle applied for a surname change in 2022 with the Department of Home Affairs, but the application is still pending. The regional office referred me to their Head Office, stating they can't resolve the issue.
