He is clearly good at finding and hiring the right people, but ascribing all of this to one guy is laughable.

The shutdown occurred bc the GOP failed to put forward a bipartisan budget that both sides could agree upon. The GOP has refused to negotiate this entire time. No party has EVER refused to negotiate the way the GOP is doing it now.
