DPP Calls for Embrace of Technology to Strengthen Criminal Justice System

The Director of Public Prosecutions Renson Ingonga, CBS, OGW has called on justice sector stakeholders to embrace technology as a critical tool for improving the efficiency, transparency, and effectiveness of criminal case management across the country.

Speaking during the 38th National Council on the Administration of Justice (NCAJ) meeting in Mombasa, the DPP said the integration of digital solutions into the justice system is essential in addressing case backlogs, enhancing coordination among institutions, and ensuring timely delivery of justice.

"Technology is no longer optional in the administration of justice. It is a necessity that will enable institutions within the justice sector to improve efficiency, accountability, and access to justice for all Kenyans," he said.

The Director of Public Prosecutions (DPP) has today secured a significant conviction after the High Court at Milimani found former Migori Governor Zacharia Okoth Obado, Michael Juma Oyamo and Casper Ojwang Obiero guilty of the murder of the late university student Sharon Otieno.

The judgment, delivered today by the Criminal Division of the High Court at Milimani, brings to a close a high-profile murder trial in which the prosecution presented compelling evidence linking the three accused persons to the brutal killing of Sharon Otieno.

The prosecution team, led by Senior Assistant Director of Public Prosecutions Ms. Wangui Gichuhi, successfully proved the case beyond reasonable doubt. After carefully evaluating the evidence presented, the court found that the prosecution had discharged its legal burden of proof and consequently convicted all three accused persons of the offence of murder.

Following the conviction, the prosecution successfully applied for the convicted persons to remain in custody pending sentencing. The prosecution submitted that, having been convicted of a capital offence, the three posed a flight risk and should not be released on bail or bond before sentencing.

The court allowed the application and ordered that Zacharia Okoth Obado, Michael Juma Oyamo and Casper Ojwang Obiero remain in custody until sentencing, scheduled for 18th August 2026.

The conviction marks a significant milestone in the pursuit of justice for Sharon Otieno, a 26-year-old university graduate and mother of three who was 28 weeks pregnant when she was abducted and murdered.

Further, it reaffirms the DPP’s commitment to the professional, impartial, and diligent prosecution of serious criminal offences and to ensuring that perpetrators are held accountable in accordance with the law.

DPP Ingonga Challenges New Advocates to Uphold Integrity and Defend Justice

The Director of Public Prosecutions Renson Ingonga, CBS, OGW has urged newly admitted advocates to embrace integrity, courage and service to humanity as they begin their legal careers.

In his speech delivered by Ms. Jacinta Nyamosi, Senior Deputy Director of Public Prosecutions, the DPP described the occasion as a defining moment not only for the advocates being admitted to the Bar, but also for the administration of justice in Kenya.

“This occasion is not merely a formal entry into the legal profession. It is a defining moment in the life of every advocate being admitted today, and indeed, a significant moment for the administration of justice in our country,” the DPP’s speech stated.

The DPP congratulated the new advocates for successfully completing years of study, sacrifice, discipline and resilience, while also acknowledging the role played by parents, guardians, spouses, mentors, lecturers and friends in supporting their journey into the legal profession.

The DPP however reminded the advocates that admission to the Bar was not the end of their journey, but the beginning of a greater responsibility to serve justice and defend the Constitution.

“Today you are being entrusted with a noble responsibility: to serve the law, to uphold justice, to defend the Constitution, and to protect the dignity of every person who comes into contact with the justice system,” he noted.

The Principal Magistrate’s Court in Moyale yesterday sentenced an accused person convicted on three counts of performing Female Genital Mutilation (FGM) contrary to Section 19(1) as read with Section 29 of the Prohibition of Female Genital Mutilation Act, 2011.

The accused, Sire Dima Bante, was convicted for unlawfully performing Female Genital Mutilation on three minors at Qate Location in Moyale Sub-County, Marsabit County, on 26th October 2025.

Upon conviction, the court sentenced the accused to pay a fine of Kshs. 200,000 on each of the three counts or, in default, to serve three years’ imprisonment.

The matter was prosecuted by Prosecution Counsel Benard Leadi and Patrick Mutinda.

The murder trial involving controversial preacher Paul Nthenge Mackenzie, Shirlyne Temba and six other accused persons continued this week before Lady Justice Wendi K. Micheni at the Mombasa High Court, with the prosecution presenting testimony from 20 witnesses on the tragic events linked to Kwa Binzaro in Malindi.

The witnesses gave emotional and detailed accounts allegedly connecting the accused persons to activities that took place at the secluded compound, where several people are said to have died after being subjected to extreme fasting, isolation, and harsh living conditions.

One of the witnesses, a resident of Kwa Binzaro village, testified that he became alarmed after learning that a group of people had allegedly been confined at a location known locally as “Kwa Mama” within Kwa Binzaro. According to his testimony, the individuals were reportedly being compelled to engage in prolonged prayer and fasting under strict conditions.

The witness told the court that he immediately alerted the village elder after receiving reports about the suspicious activities taking place at the compound.

In an emotional account before the court, the witness narrated the devastating impact the incident had on families within the community, stating that all children who were in the company of two parents linked to the incident perished during the tragedy.

He appealed to the court to ensure justice is served for his relatives and all victims affected by the Kwa Binzaro occurrences.

The prosecution also called a matatu driver operating along the Malindi–Chakama–Bofu route, who testified that he frequently transported the second accused person, Shirlyne Temba, while she ferried household materials to the area.

The driver told the court that the materials included used iron sheets, which the accused allegedly said were intended for the construction of residential houses within the compound.

According to the witness, the second accused was often accompanied by several individuals whom she introduced as farmers and, at times, construction workers.

He further testified that most of the transport payments made by the accused were conducted through mobile money transfers.

Another prosecution witness, Police Constable Isiah Barasa, attached to Lango Baya Police Station, testified that he received instructions from the officer in charge of line and discipline to accompany the Officer Commanding Station (OCS), Inspector Ali, to a crime scene at Kwa Binzaro.

PC Barasa informed the court that the security team also included the Assistant County Commissioner for Lango Baya Division, Mr. Raymond Oluoch, and the area chief, Mr. Raymond Charo. The officers reportedly travelled to the scene using a private motor vehicle.

Upon arrival, the officers found the compound surrounded by barbed wire and thorny shrubs. According to the witness, local residents informed the security team that a woman was allegedly holding people hostage within the compound.

The officer further testified that the accused allegedly delayed opening the gate for the officers, forcing the security team to make their way into the compound.

However, upon entering the premises, the officers reportedly found the area deserted.
