But SEC Chairman Paul Atkins has already made the position clear:
With legislation or without it, the SEC intends to keep moving.

CLARITY is coming.
The question is:
Will it arrive through Congress, through regulators, or through both?
The CFTC is moving in the same direction.
CFTC Chairman Michael Selig said the agency is βlocked in and ready to shipβ its rules for the new frontier of finance.
The regulatory push is therefore no longer dependent on one bill alone.
So the real story isn't:
βCLARITY Act failed.β
The more interesting story is:
βThe regulatory process is moving from Congress toward the agencies β at least for now.β
And that could have major implications for U.S. crypto infrastructure.

β Advanced tokenized-stock trading through an exemption
β Signaled continued action regardless of CLARITY's status
This is no longer just a promise.
