Singapore had about 20,000 farms occupying 20 per cent of its land in the 1960s, producing food for 1.6 million people, with high self-sufficiency in poultry, eggs and pork.

Six decades later, there are fewer than 200 farms on 1 per cent of the land, producing less than 10 per cent of the food consumed by some six million people.

MP Poh Li San noted that self-sufficiency in other land-scarce, industrialised countries typically runs between 50 and 80 per cent, while acknowledging it was "in a sense, a false comparison" as those countries have large rural areas while Singapore is a city state.

She said she was not asking to travel back in time, but whether Singapore could recalibrate incrementally, having lost much of its food production capability.

My Comment:

I know in church, the Pastor has no say on his salary because it was approved by the Church Committee Member.

Pastor is called to serve God and preach God’s words truthfully.

The Government officials appointed must also be honest in handling daily affairs of the country faithfully and truthfully. Their serving must not be based on thinking of salary alone, otherwise it defeats the purpose of your calling.

This is my true opinion.

Picture it at the company you work in.

Your CEOs want a raise. They handpick eight reviewers themselves — one already sits on their own advisory board. Months later the reviewers hand back a number. The CEOs look at it. The CEOs approve it. Themselves.

Then they call a townhall. Everyone can speak. Nobody can vote. The decision was made before the meeting started.

Independent review? Or bosses who controlled every step except which headline to announce?

That's the actual structure behind our ministerial pay review.

Cabinet appointed the committee that reviewed Cabinet's own pay. Chairman Gan Seow Kee already sits on the Council of Presidential Advisers — government-linked, not an outside auditor. The committee returned a number: $1.1 million to $1.8 million. Cabinet — the people receiving it — approved it themselves.

Parliament debated it on 10 September. Standing Order 44: no amendments, no vote. MPs — who got their own 34.5% allowance bump in the same package — could speak. Not stop it.

To be fair: the committee members aren't ministers and don't personally profit. This isn't backroom corruption. But that's exactly the point — the bosses don't need to be dishonest for the structure to be broken. The people who picked the reviewers and the people who signed off are the same people cashing the cheque increment.

The UK faced this exact problem after its 2009 expenses scandal. Their fix: IPSA, a statutory body, fully independent. British MPs cannot vote on their own pay. Not "won't." Cannot. By law.

Singapore has a committee that recommends. The bosses being paid still hold the pen to sign and approve.

So ask it plainly, at your own desk:

If your bosses chose who reviewed their raise, and chose whether to accept it — is that oversight? Or just a longer way of spelling "no oversight at all"?

PS. The Ministers and MPs are in fact public servants. Servants report to a boss. So who's the boss here — and were they ever actually asked?

In a real company, the employee doesn't approve his own raise. The boss does. The shareholders do. Here, the "servants" reviewed it, approved it, and the people they serve — the real bosses and shareholders — got a debate with no vote attached.
