@JamsDX_ My suggestion would be to keep the scraggles near the base and then adjust the ends to the fur flow!

I think one thing to keep in mind is where the alpha's are overlapping, For example in the middle of the quill right buy the ear, There is some overlapping of the alphas in a way that almost make it look too vein like instead of layered,
