@BarbaraYetaxa Jo Martin is between 2 and 3. All the fugitives / Mobius Doctors are between 2 and 3. Division happens between 2 and 3. And then afterwards with all these Daleks, Cybermen, Autons and Sontarans coming (due to flux) they keep 3 on Earth for some time to defend.
