The rate limit builds up over time, and prevents scammers from generating new API keys and mass generating payloads. Consider this:

Without limits, scammers are going even more rampant.

If we slowly build up rate limits most don't notice, the upside is preventing scams, the downside is hardly there because projects can reach out in advance and we raise limits.

All sorted - issuer address was (is) on the @xrplto blacklist and @zbits33 explained why, so we explicitly whitelisted the issuer address (which overrules any external third party blacklists).

All sorted.

Friendly reminder to please pretty please tell these things (like go live, API rate limit increases, issuer address burning, etc. etc.) in advance so we can make the experience super sweet for everyone.
