Heightened with the fact that many smokers do not take into consideration Environmental conditions that can exacerbate a person's negative reaction to their secondary smoking.

Cigarette smokers used to smoke all over the restaurant then they were shamed by THE STATE and smoking areas were created to follow smoking laws. Second hand smoke is bad for people and it makes absolutely no sense that hubbly smokers aren't required to follow the same laws.
