BBC Scotland, Scottish Labour etc aren't Scottish. They're franchises of English organisations. They're like your local McDonalds, staffed by Scots but controlled from elsewhere.

Sarwar has as much say over 'Scottish' Labour policies as a McDonald's manager has over his/her branch menu. None. The McDonald's manager can say he wants haggis on the menu. Unless bosses in the USA give the nod, he's fooling nobody. Likewise, Sarwar's job is to implement the decisions taken in London.

It's the same with BBC Scotland. The station is just a franchise. It has a pro-British establishment, not a Scottish, culture. Staff know what they have to do in order to thrive within that culture. It's why some stories are amplified and others marginalised. It's why some staff rise up the greasy pole and others don't.
