PCG LEADS JOINT OPERATION TO REPEL FIVE FOREIGN FISHING VESSELS FROM KOTA ISLAND
The Philippine Coast Guard (PCG), through Coast Guard Station (CGS) Kota, led a joint operation with the Philippine Navy and the Philippine Marine Corps that repelled five (5) unauthorized foreign fishing vessels from the waters of Kota Island on 11 October 2026.
At approximately 2:15 PM, PCG personnel on Kota Island sighted a foreign fishing vessel preparing to conduct illegal fishing only about 200 meters from the shoreline, while another was loitering one (1) nautical mile west of the island, both well within its 12-nautical-mile territorial sea. Neither vessel responded to radio challenges.
At 3:00 PM, two (2) rubber boats manned by six (6) PCG personnel were deployed. As the team approached, the vessel near the shoreline hauled back a sampan it had deployed, while three (3) additional foreign fishing vessels were sighted approaching the island. Upon the continued approach of the PCG team, all five vessels withdrew and moved away until they were outside the territorial sea of Kota Island. The operation concluded at 4:00 PM without any untoward incident.
This is the third operation by CGS Kota in two weeks to drive away foreign vessels from the island. On 09 October 2026, the PCG repelled Chinese Maritime Militia Vessel (CMMV) 9622 and its twenty-two (22) sampans, after the same vessel was also repelled on 28 September 2026.
Kota Island is an integral part of the Municipality of Kalayaan, Palawan. Under international law, the Philippines exercises full sovereignty over its territorial sea, where no foreign vessel may fish without authorization. Such activities also violate the Philippine Fisheries Code and the Philippine Maritime Zones Act.
Under the leadership of PCG Commandant Admiral Ronnie Gil Gavan, the PCG continues to monitor the waters around Kota Island and will sustain its vigilance against further intrusions in the Kalayaan Island Group, in close coordination with the Philippine Navy and the Philippine Marine Corps.
This operation was carried out in accordance with the guidance of President Ferdinand R. Marcos Jr., who, in his State of the Nation Address on 27 July 2026, recognized the PCG, the AFP, and Filipino fishermen as he reaffirmed his commitment to uphold the 2016 Arbitral Award. The President has consistently stressed that the government will continue to defend the country's maritime territory and the rights of Filipino fishermen.
PCG DEPLOYS AIRCRAFT AND VESSELS AGAINST CHINESE DEEP-SEA RESEARCH VESSEL OFF HUBO REEF AMID CHINA'S ORCHESTRATED FISHING AND RESEARCH ACTIVITIES ACROSS PHILIPPINE WATERS
Upon the directive of PCG Commandant Admiral Ronnie Gil Gavan, the Philippine Coast Guard (PCG) deployed an aircraft and vessels to challenge and disrupt the illegal marine scientific research (MSR) of the Chinese research vessel TAN SUO YI HAO (MMSI 413523770, IMO 8315451, call sign BJLJ), which is operating without authorization inside the Philippine Exclusive Economic Zone (EEZ) in the vicinity of Hubo Reef (Hardy Reef) in the West Philippine Sea.
Through Dark Vessel Detection (DVD) and AIS tracking, the PCG established that the vessel departed the vicinity of Sanya, Hainan on 02 October 2026, transited the western side of the South China Sea, and entered the Philippine EEZ at 7:30 PM on 09 October 2026. On the morning of 10 October 2026, it was lying-to approximately 12 nautical miles northwest of Katimugan Bank, and declared through its AIS that it was engaged in diving operations with restricted maneuverability, while directing other vessels to keep two nautical miles clear. It also declared an estimated time of arrival of 17 October 2026, indicating its intent to remain in the area for at least another week.
The vessel subsequently went silent on AIS before resuming transmission. As of 1:45 PM on 11 October 2026, TAN SUO YI HAO was underway approximately 5.63 nautical miles west-northwest of Hubo Reef and 116.72 nautical miles northwest of Rizal, Palawan, still declaring restricted maneuverability and diving operations.
TAN SUO YI HAO is operated by the Institute of Deep-sea Science and Engineering of the Chinese Academy of Sciences, based in Sanya. It serves as a mothership for China's deep-sea manned submersibles, including the Fendouzhe, and is equipped with deep-sea winches, sounding systems, and sediment collection devices for seabed investigation. It is the first among the Chinese research vessels recently monitored by the PCG to openly declare diving operations inside the Philippine EEZ, and the one operating farthest into the southern portion of the West Philippine Sea.
On the morning of 11 October 2026, a PCG Islander aircraft conducted a Maritime Domain Awareness (MDA) flight from Antonio Bautista Air Base in Puerto Princesa City. At 8:13 AM, the aircrew located TAN SUO YI HAO approximately five nautical miles west-northwest of Hubo Reef, slowly navigating eastward. No deployed submersible, equipment, or lines were observed in the water at the time of the overflight. The PCG aircraft issued multiple radio challenges to the Chinese research vessel, all of which went unanswered.
During the same flight, the PCG aircraft also monitored China Coast Guard vessel CCG 5306 approximately 6.8 nautical miles south of Hubo Reef, and another China Coast Guard vessel approximately 12.7 nautical miles southwest of Hubo Reef. Two People's Liberation Army Navy vessels were likewise monitored in the surrounding waters, one approximately 22.8 nautical miles northeast of Escoda Shoal and the other approximately 11.3 nautical miles south-southeast of Katimugan Bank.
Following the results of the MDA flight, Admiral Gavan ordered the deployment of PCG vessels to the area to directly challenge TAN SUO YI HAO and disrupt its illegal MSR activities within the Philippine EEZ.
The Department of Foreign Affairs has confirmed that no request for consent was received from China for any marine scientific research to be conducted by TAN SUO YI HAO in the Philippine EEZ.
"We believe that a world should be run according to international law-based order and not creating spheres of influence that the stronger can dictate to the weaker on what to do."
"According to international law and principles, that is the case. So yes, we stand behind the Philippines, and we accept this order. Because if you start saying international tribunals do not matter, we can break the law and do whatever we wish, you create chaos."

PCG SAFELY REFLOATS BFAR VESSEL AT HASA-HASA SHOAL DURING FUEL SUBSIDY DISTRIBUTION MISSION FOR FILIPINO FISHERMEN
The Philippine Coast Guard (PCG) successfully freed the Bureau of Fisheries and Aquatic Resources (BFAR) vessel BRP Datu Magat Salamat (MMOV 3015) after it ran aground in the vicinity waters of Hasa-Hasa Shoal, West Philippine Sea, on 17 September 2026. BRP Datu Magat Salamat was at Hasa-Hasa Shoal to deliver fuel subsidy to Filipino fishermen as part of the government's Kadiwa para sa Bagong Bayaning Mangingisda (KBBM) Program in the Kalayaan Island Group.
Yesterday morning, while approaching a group of Filipino fishing vessels to position herself for the distribution of fuel to some fifteen to twenty fishing boats, the vessel ran aground in the shallow waters of the shoal. The fishing boats immediately attempted to assist and provided initial towing assistance, but the effort was unsuccessful due to the morning low tide and their limited pulling power.
Upon receiving the report, the PCG dispatched BRP Malabrigo (MRRV-4402) from Buliluyan Port, Bataraza, Palawan, with Coast Guard divers on board. BRP Malabrigo arrived at the area at around noontime and laid out a 600-meter towing line using its rigid-hulled inflatable boat. At around 3:34 PM, BRP Malabrigo safely pulled BRP Datu Magat Salamat out of the grounding area despite rough seas, southwesterly winds of 22 to 27 knots, and large waves.
While the salvage operation was ongoing, BRP Malabrigo also monitored a China Coast Guard aircraft with tail number 11101 conducting apparent aerial surveillance over the grounded BFAR vessel. Following the successful refloating, the vessel's Master decided to continue the mission to other areas to complete the delivery of fuel subsidy to Filipino fishermen.
The PCG remains committed to supporting BFAR and other government agencies in ensuring the safety and welfare of Filipino fishermen exercising our legitimate rights in the West Philippine Sea. This operation is in compliance with the standing guidance of President Ferdinand R. Marcos Jr. to ensure the safety and security of our fishermen, wherever they may be in Philippine waters.
PCG CONDUCTS MDA FLIGHT IN SUPPORT OF BFAR’S KBBM AT BAJO DE MASINLOC
The Philippine Coast Guard (PCG) conducted a Maritime Domain Awareness (MDA) flight over Bajo de Masinloc (BDM) on 17 September 2026 in support of the ongoing Kadiwa ng Bagong Bayaning Mangingisda (KBBM) mission led by the Bureau of Fisheries and Aquatic Resources (BFAR).
The KBBM mission delivers subsidized diesel and food packs to Filipino fishing boats operating in the vicinity of BDM. To support the mission, the PCG deployed its Piper Navajo aircraft (PCG 302) to provide aerial surveillance, monitor the safety of Filipino fisherfolk and the BFAR vessel serving them, and maintain awareness of foreign vessels operating in the area. The aircraft departed San Fernando City Airport, La Union, and returned safely upon completion of its mission.
During the flight, PCG 302 monitored BFAR’s M/V Mamalakaya conducting fuel distribution in the waters around BDM. Thirty-five (35) Filipino fishing boats (FFBs) were sighted in the area, gathered alongside M/V Mamalakaya to receive diesel and food packs.
PCG 302 also monitored the following Chinese vessels in the vicinity of BDM: three (3) China Coast Guard (CCG) vessels, one (1) People’s Liberation Army Navy (PLA-N) warship, and three (3) Chinese Maritime Militia vessels (CMMVs). The PLA-N warship issued a radio challenge to PCG 302. The aircraft responded, asserting that it was conducting a lawful maritime patrol within Philippine maritime zones in accordance with international law, and continued its mission unimpeded.
The continued presence of Chinese maritime forces in and around BDM, a traditional fishing ground of Filipino fisherfolk, remains inconsistent with the 2016 Arbitral Award and the United Nations Convention on the Law of the Sea (UNCLOS). The Award affirmed that Bajo de Masinloc is a traditional fishing ground of Filipino fishermen and that China unlawfully prevented them from fishing there.
This mission was carried out in accordance with the guidance of President Ferdinand R. Marcos Jr. to safeguard Filipino fishermen and sustain their livelihood in the West Philippine Sea. The PCG will continue to provide air and surface support to BFAR’s KBBM mission and to conduct regular MDA flights and maritime patrols in the West Philippine Sea, ensuring that Filipino fisherfolk can safely benefit from the government’s fuel subsidy and assistance programs.
China CG rams BFAR vessel on fuel subsidy mission for Filipino fishermen — 54 NM off Palawan
This morning, 18 September 2026, China Coast Guard vessel CCG-21585 rammed BRP Datu Magat Salamat (MMOV 3015), the same BFAR vessel the Philippine Coast Guard assisted yesterday as it carried out its maritime patrol to deliver fuel subsidy to our fishermen.
The sequence of events are as follows:
At 11:04 AM, CCG-21585 cut across the stern of the BFAR vessel at a distance of only about 10 meters.
At 11:13 AM, while MMOV 3015 was simply maintaining its course, the Chinese vessel repeated the maneuver and this time made contact, striking the BFAR vessel.
As of 11:48 AM, the extent of the damage on the starboard side has been confirmed: main railings bent, broken, and detached; metal stanchions and support structures deformed; and deck fixtures and equipment displaced, with debris scattered across the deck.
Even after the collision, CCG-21585 conducted yet another dangerous maneuver, passing dead astern at a distance of only about 5 meters.
This took place at 09°34.445'N, 116°53.714'E — approximately 6.36 NM NNW of Abad Santos Shoal and only about 54 NM from the coast of Palawan — well within the Philippines' exclusive economic zone.
PCG Commandant Admiral Ronnie Gil Gavan has already directed PCG surface and air assets to proceed to the location of the BFAR vessel to provide assistance and ensure the safety of its crew.
Let us be clear about what this vessel was doing: it was bringing fuel to Filipino fishermen so they can keep fishing in our own waters and keep food on Filipino tables. The China Coast Guard deliberately rammed a civilian government vessel on a humanitarian and livelihood mission, endangering the lives of its Filipino crew.
These actions are a blatant violation of the 1972 COLREGs, the 2016 Arbitral Award, and UNCLOS. No amount of ramming or dangerous maneuvering will change the fact that these waters belong to the Filipino people.
The PCG will continue to support BFAR's missions in the West Philippine Sea, in accordance with the guidance of the President to ensure that our fishermen can safely exercise their rights in our own exclusive economic zone.
Kudos to the the extraordinarily brave people of Philippines who led the Atin Ito Mission to Thitu Island (Pag-asa), despite constantly being chased & harassed by the China Coast Guard & the Chinese Maritime Militia!
UPDATE: The Philippine government asserts sovereignty over Bajo de Masinloc (Scarborough Shoal) before the United Nations.
"Bajo de Masinloc has always been an integral part of the territory of PH. Only PH, in the exercise of its sovereignty, has the right to establish baselines, and the breadth of territorial sea around Bajo de Masinloc, in line w/ UNCLOS," said PH Ambassador to UN Antonio Lagdameo | @TristanNodalo

Today, the Philippine Coast Guard (PCG) and the Bureau of Fisheries and Aquatic Resources (BFAR) conducted a routine maritime patrol in the vicinity of Bajo De Masinloc to support Filipino fishermen actively engaged in fishing in the area. During this operation, our vessels encountered aggressive actions from several Chinese Coast Guard vessels, specifically CCG 5303, 3302, 3104, 3304, as well as People's Liberation Army Navy vessels with bow numbers 500 and 571.
At around 6:30 AM, CCG 3302 fired a water cannon at the BRP Datu Pagbuaya (MMOV 3003), aiming directly at the vessel's navigational antennas while it was located 16 nautical miles south of Bajo de Masinloc. Following this hostile action, CCG 3302 intentionally sideswiped the BRP Datu Pagbuaya on its starboard side. Shortly thereafter, at 6:55 AM, CCG 3302 launched a second water cannon attack on the same vessel.
Furthermore, the PCG vessels, including the BRP Teresa Magbanua, faced blocking, shadowing, and dangerous maneuvers from PLA Navy vessel 500 and CCG 503. Additionally, BRP Cabra was subjected to reckless maneuvers by CCG 3104 at a distance of 300 yards.
The PCG and BFAR reaffirm their commitment to protecting the rights and safety of our fishermen within our maritime jurisdiction. We will continue to be vigilant in safeguarding our national interests in the West Philippine Sea.
🇵🇭NEDA finally approves purchase of 40 fast patrol crafts from France, financed through 🇫🇷French ODA for the Philippine Coast Guard. Ocea's FPB-98 and FPB-110 eyed, with 20 built in France & 20 in Philippines. Ocea will invest to build a shipyard in PH for Indo Pacific orders.
