Wanted to give some perspective to this performance so I gathered some data about (almost) all the ITT in grand tours from 1965. Pretty mind-blowing:
Jonas Vingegaard outperformed second place Tadej Pogacar by 5%. The previous occurrences at which a rider outperformed the second place in a ITT with over 3% (4 and 4.4 to be exact) Both belong to Jan Ullrich in his 1997 Tour and 1999 Vuelta wins respectively.
