Rules of Karmā when a person curses someone
Whenever a person curses someone, a lot of Punya of that person is burnt instantly for that curse.
Performing even a single Punya karmā takes a lot of effort, ofcourse it is difficult to accumulate Punya karmās, since your Aatman elevates and progresses spiritually. Performing paap karmās is much easy, but causes the downfall or अधोगती of the soul very speedily and terribly.
Some people have a habit of frequently cursing others for trivial reasons. In such people, their Punya karmās get frequently burnt while they keep cursing others. They fail to accumulate that much of Punya karmas to match their own rate of cursing others and thus accumulating Paap karmas. Curses of such Paap karmi souls never come true, because even for a curse to come true, it needs a big fraction of Punya karma.
But, sometimes, even a Punyavaan soul curses someone after undergoing a lot of torture, pain or intense trouble caused by that person. Punyavaan souls very rarely curse someone, but if a person has caused such a lot of mental or physical agony to that Punyavaan soul, then even a Punyavaan soul might curse such a Paap karmi person. In such cases, the curse of that Punyavaan soul comes true, because that Punyavaan soul has that much accumulated Punya to make that curse true.
For example, in the earlier Yugās, when great Tapasvis and Rishis would perform intense Tapas and austerities to please Bhagwan, many evil souls, Rakshasas etc would cause obstacles in their Tapas. Sometimes after bearing intense trouble, such Rishis would curse those evil beings. And their curses would come true, since they were themselves very Punyavaan souls.
But, even Punyavaan souls have to sacrifice a large portion of their own Punya to make their curse true. That is because, the rules of Karmās are so strict, that they are never bent for any entity in this universe. Even Bhagwan Himself cannot absolve Himself from His own rukes of Karma. Hence Bhagwan Shri Krishna Himself mentions this in the 4th Chapter of Shrimad Bhagawat Geeta-
गहना कर्मणो गतिः |
"O Arjuna, the rules of Karma are deeply intricate and mysterious, they are beyond your understanding"
