Not a refining issue. It's a commodities market issue.
Worked in the Engineering department of a refinery for ~15 years. Learned who controlled what.
And you also have to look at which of the once big players in oil divested assets. Those assets were picked up by investment groups that look like monkeys trying to fornicate with a football running them.
There's billions waiting to be invested by the big players still standing. If Trump and crew pull this off.
