The learned Counsel for the applicants personally present. Heard the learned Counsel for the applicants on the application under IA-I. I have perused the said application IA-I which is filed under Rule 4(4)(a) of KAT (Procedure) Rules, 1986 praying this Tribunal to permit the applicants to file common application. The application is supported by the affidavit of one of the applicants. I have perused the contents of the affidavit. Accordingly, the application under IA-I is allowed in respect of all the applications and applicants are permitted to file common application. The learned Counsels representing the applicants i.e., Sri Virupakshaiah, Smt. Vijayashree M, Mrs. R. Jayanthi, Ms. Sharavani T Gowda and Narendra S all are personally present. Heard the arguments of learned Counsels in respect of these applicants. It is submitted that there is a discrepancy in the translation in Kannada to English. The learned Counsel Ms. Sharavani T Gowda also draws the attention at page No. 1351 and she made the submission that if there is a translation error, the candidates are directed to refer to English. Understanding the English instruction is difficult as admittedly the candidates are Kannada medium and if they are referred to English instructions there is no justice to the candidates. The learned Counsels also relied upon the order of the Hon’ble High Court of Karnataka wherein the interim order is granted to appear for the main examination. Therefore, on the interim order granted by the Hon’ble High Court the similar order has to be passed to appear the candidates to the main examination. Though the Senior Counsel appearing for KPSC has not filed his response because today only the matters are came up. He submitted that there are different orders passed by the Hon’ble High Court of Karnataka in respect of some of the applicants approached the Hon’ble High Court. In this regard, the applicants herein are not qualified for 1:15 ratio therefore, he submits that if all of a sudden more than 300 candidates are permitted to appear for main examination which is fixed tomorrow only, it is difficult for the respondents to arrange the same and the respondents are yet to response to the same. Therefore, I am of the considered view that breathing time is to be given to the respondents to file their response. Therefore, post these matters on Monday that is on 05.05.2025 before the roster bench and on that day the respondents has to submit the response and the matter has to be heard and in case after hearing the matter, if the applicants are able to make out a case to appear for final examination, then the respondent authority to issue the Hall Ticket by permitting them to appear to the main examination on this condition only the matter is ordered to be posted on 05.05.2025. Office is directed to issue certified copy of the today’s ordersheet to the learned Counsel Sri Mohammad Shamil. The learned Counsel representing the applicants is also directed to serve the copies to the learned Counsel appearing for the respondents who is counsel on record, today only.

ಕರ್ನಾಟಕ‌ ಲೋಕಸೇವಾ ಆಯೋಗ ನಡೆಸಿದ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆಯಾಗಿದೆ ಎಂದು ಪರೀಕ್ಷಾರ್ಥಿಗಳು ಗಂಭೀರ ಆರೋಪವನ್ನು ಮಾಡಿದ ಬೆನ್ನಲ್ಲೇ ಕೆಪಿಎಸ್ ಸಿ ಬಾಲೀಶವಾಗಿ ಸ್ಪಷ್ಟೀಕರಣ ನೀಡಿರುವುದು ನಿಜಕ್ಕೂ ದುರಂತ.

ಪರೀಕ್ಷೆಯಲ್ಲಿ ಇಷ್ಟು ದೋಷಗಳು ಸಂಭವಿಸಿದಾಗ, ಯಾವುದೇ ಸಂದೇಹಗಳಿಗೆ ಅವಕಾಶವಿಲ್ಲದಂತೆ ನೋಡಿಕೊಳ್ಳುವುದು ಅಗತ್ಯ ಮತ್ತು ಕಡ್ಡಾಯವಾಗಿತ್ತು.

ಕೆಪಿಎಸ್‌ಸಿ, ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಏನು ತಿಳಿಸಲು ಈ ರೀತಿಯ ಸ್ಪಷ್ಟೀಕರ��� ನೀಡುತ್ತಿದೆ? ಕೆಪಿಎಸ್‌ಸಿಯನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಬೇಡಿ, ವಿಶೇಷವಾಗಿ ನಮ್ಮ ಪರೀಕ್ಷೆಗೆ ತಯಾರಿ ನಡೆಸಲು ನಿಮ್ಮ ಅಮೂಲ್ಯ ಸಮಯವನ್ನು ಕಳೆಯಬೇಡಿ. ನಾವು ನಮ್ಮ ಕೆಲಸವನ್ನು ಗಂಭೀರವಾಗಿ ಮಾಡುತ್ತಿಲ್ಲ ಎಂಬ ಅರ್ಥವನ್ನು ನೀಡಲು ನೀವು ಈ ರೀತಿಯಾಗಿ ವರ್ತಿಸುತ್ತಿದ್ದೀರಾ?
ಸರ್ಕಾರ, ಈ ಪರಿಸ್ಥಿತಿಗೆ ಸಂಪೂರ್ಣ ಹೊಣೆ ತೆಗೆದುಕೊಳ್ಳಬೇಕು. ಈ ಕೂಡಲೇ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ನ್ಯಾಯ ಒದಗಿಸಬೇಕು.

KPSC is Karnataka’s shame. The most corrupt body. Just to sell the KAS posts, the officials deliberately create confusion and make no proper arrangements. If the SSLC and PUC Boards can conduct much bigger exams without flaws, why can’t KPSC? KPSC should be dissolved and all officials involved in this should be prosecuted. More than politicians, officials are involved and should be held accountable.

ಎಲ್ಲರಿಗೂ ನಮಸ್ಕಾರ ನಾನು ನಿಮ್ಮ ಅನಿಲ ಕಾಂಬಳೆ... ಒಂದು ಅನ್ಯಾಯ ಕಣ್ಣು ಮುಂದೆ ನಡೆಯುತ್ತಿದ್ದಾಗ ನಾವು ಕೈ ಕಟ್ಟಿ ಕುಳಿತರೆ ಅದು ನಮ್ಮ ಹೇಡಿತನ ಎಂದು ನಂಬಿದವನು ನಾನು, ಹಾಗಂತ ಒಂದು ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆಯನ್ನು ಎದುರು ಹಾಕಿಕೊಂಡು ಜಯಿಸುವುದು ಅಷ್ಟೊಂದು ಸುಲಭ ಅಂತ ನಾನು ಹೆಳುವುದಿಲ್ಲ, ಒಂದು ವ್ಯವಸ್ಥೆ ವಿರುದ್ಧ ನಾವು ಹೊರಟರೆ ಅದರ ಮೊದಲ ಕೆಲಸವೇ ನಮ್ಮನು ಭಯಭೀತರಾಗಿ ಮಾಡುವುದು, ನಮ್ಮ ಒಗ್ಗಟ್ಟು ಒಡೆಯುವುದು,ಈ ಎರಡೂ ಕೆಲಸವನ್ನು ಭ್ರಷ್ಟ ಕೆ ಪಿ ಎಸ್ ಸಿ ಪೊಲೀಸರನ್ನು ಮುಂದೆ ಇಟ್ಟುಕೊಂಡು ಮಾಡುತ್ತಾ ಬಂದಿದೆ. ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ FIR ದಾಖಲು ಮಾಡಿ ಯಾರು ಹೊರಾಟ‌ ಮಾಡದಂತೆ ಮಾಡುವುದು ಅದರ ಮುಖ್ಯ ಉದ್ದೇಶ, ಇದಕ್ಕೆ ಇಂಬು ಎಂಬಂತೆ ಅಧಿಕಾರದಲ್ಲಿರುವ ಸರ್ಕಾರ ಕೆ ಪಿ ಎಸ್ ಸಿ ಬೆನ್ನಿಗೆ ನಿಂತಿದು ಅತ್ಯಂತ ನಾಚಿಕೆಗೇಡಿನ ಸಂಗತಿ ಮತ್ತು ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಸರ್ಕಾರದ ಪಾಲು ಇದೆ ಎಂಬುದನ್ನು ಅವರ ನಡವಳಿಕೆಗಳು ಎತ್ತಿ ತೊರಿಸುತ���ತದೆ. ಹಾಗಂತ ಏನು ಮಾಡಲಿಕ್ಕೆ ಆಗುವುದಿಲ್ಲ ಎಂಬಂತೆ ಕೈ ಚೆಲ್ಲಿ ಕುಳಿತರೆ ಅದು ನಮ್ಮ ದೌರ್ಬಲ್ಯ.ಕೊನೆಯವರೆಗೂ ನಾವು ಹೊರಾಡಬೇಕು ಗೆದ್ದರೆ ಇತಿಹಾಸ ಸೋತರೆ ಅನುಭವ.ಈ ಮನೋಭಾವ ಇಟ್ಟುಕೊಂಡು ನಾವು ಧಾರವಾಡದಿಂದ ಬೆಂಗಳೂರಿಗೆ ಪಾದಯಾತ್ರೆ ಪ್ರಾರಂಭ ಮಾಡಿದ್ದು ಬಿಸಿಲು ಮಳೆಯನ್ನದೆ ಬೆಂಗಳೂರವರೆಗೆ ಹೆಜ್ಜೆ ಹಾಕಿದ್ದು, ನಮ್ಮ ಪ್ರತಿ ಹೆಜ್ಜೆಯೂ ಹೊರಾಟದ ಕಾವನ್ನು ಹೆಚ್ಚುತ್ತಾ ಹೊಯಿತು ಅದು ಭ್ರಷ್ಟ ಕೆ ಪಿ ಎಸ್ ಸಿ ಯನ್ನು ಸುಡುವ ಮಟ್ಟಕ್ಕೆ ಕಾವೇರಿಸಿತು ಇದನ್ನು ಅರಿತ ಭ್��ಷ್ಟ ವ್ಯವಸ್ಥೆ ನಮ್ಮ ಹೊರಾಟವನ್ನು ಹತ್ತಿಕ್ಕಲು ಸಂಚು ಹಾಕಿಕೊಂಡು ಕುಳಿತಿತ್ತು. ಪಾದಯಾತ್ರೆಗೆ ಯಾವುದೇ ನಿರ್ಬಂಧ ಇರುವುದಿಲ್ಲ ಅದು ಯಾವುದೇ ಸಂಚಾರ ನಿಯಮಗಳನ್ನು ಉಲ್ಲಂಘಿಸುವದಿಲ್ಲ ಎಂಬ ನಮ್ಮ ತಪ್ಪು ತಿಳುವಳಿಕೆ ಕೂಡ ಅವರ ಸಂಚಿಗೆ ಅನುಕೂಲ ಮಾಡಿ ಕೊಟ್ಟಿತ್ತು ಎಂಬುದು ನಾವು ಒಪ್ಪಿಕೊಳ್ಳಲೇ ಬೇಕಾದ ಸತ್ಯ ಸಂಗತಿ. ಈ ಲೋಪವನ್ನು ಇಟ್ಟುಕೊಂಡೆ ಪೊಲೀಸ್ ವ್ಯವಸ್ಥೆ ನಮ್ಮನು ಅಡ್ಡಗಟ್ಟಿ ಅಷ್ಟೊಂದು ದೂರದಿಂದ ನಡೆದುಕೊಂಡು ಬಂದಿದ್ದಾರೆ ಎಂಬ ಸಣ್ಣ ಕರುಣೆ ತೊರದೆ ಒಬ್ಬ ರೌಡಿಗಳ ಕೂಡ ಇವರಷ್ಟು ಕ್ರೂರವಾಗಿ ನಡೆದುಕೊಳ್ಳುತ್ತಿರಲಿಲ್ಲ ಅಷ್ಟೊಂದು ಹಿನಾಯವಾಗಿ ಪೊಲೀಸ್ ವ್ಯವಸ್ಥೆ ನಮ್ಮ ಜೋತೆ ವರ್ತಿಸಿತ್ತು ನ್ಯಾಯದ ಪರ ನಿಲ್ಲಬೇಕಾದ ಪೊಲೀಸ್ ಅನ್ಯಾಯದ ರಕ್ಷಣೆಗೆ ನಿಂತಿದ್ದು ನಿಜಕ್ಕೂ ಶೋಚನೀಯ.ರಾಜಕೀಯ ಲಾಭಗೊಸ್ಕರ  ಕ್ಯಾಮೆರಾಗೆ ಪೋಸ್ ಕೊಟ್ಟು ಬ್ಯಾರಿಕೇಡ್ ಹಾರುವ ರಾಜಕಾರಣಿಗಳ ಮೇಲೆ ತೋರದ ದರ್ಪ ದೌಲತ್ತು ಪೊಲೀಸ್ ವ್ಯವಸ್ಥೆ ಬಡಮಕ್ಕಳ ಮೇಲೆ ತೊರಿಸಿದ್ದು ಗುಬ್ಬಿ ಮೇಲೆ ಬ್ರಹ್ಮಾಸ್ತ್ರ ಮಾಡಿದಂತೆ ಎಂಬುದರಲ್ಲಿ ಸಂಶಯವಿಲ್ಲ.ನಮಗೆ ಪ್ರತಿಭಟನೆಗೆ ನೀಡಿರುವ ಸಮಯವೇ ಮದ್ಯಾಹ್ನ 2 ಗಂಟೆಯವರೆಗೆ ಆದರೆ ಪೊಲೀಸರು ನಮ್ಮನು ಹೊರ ಬಿಟ್ಟಿದ್ದು 2:30ಕ್ಕೆ ಈ ಎಲ್ಲ ಕಾರ್ಯವೈಖರಿ ನೋಡಿದರೆ ಗೊತ್ತಾಗುತ್ತದೆ ಇದೊಂದು ವ್ಯವಸ್ಥಿತವಾದ ಪೂರ್ವ ಯೋಜನೆ. ಹಾಗಾದರೆ ನಮ್ಮ ಪಾದಯಾತ್ರೆ ಪ್ರತಿಭಟನೆ ವಿಪಲವಾಯಿತ್ತೆ ಎಂದರೆ ಖಂಡಿತ ಇಲ್ಲ ಇದೊಂದು ಕ್ರಾಂತಿಕಾರಿಯ ಮರು ಹುಟ್ಟಿಗೆ ಚಾಲನೆ ನೀಡಿತ್ತು, ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆಗೆ‌ ಹೆದುರಿ ಎಲ್ಲರೂ ಹೊರಾಟದಿಂದ ಹಿಂದೆ ಸರಿದಾಗ ನಮ್ಮ ಕೊನೆಯ ಉಸಿರು ಇರುವವರೆಗೂ ನಿಮ್ಮ ಅನ್ಯಾಯ ಮೆಟ್ಟಿ ನಿಲ್ಲುತ್ತೆವೆ ಎಂದು ಸಂದೇಶ ನಿಡಿದ ಸಂಭ��ರಮ ದಿನ ಅದು. ಈ ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆ ಹಣ ಬಲ ಅಧಿಕಾರ ಬಲ ಉಪಯೊಗಿಸಿಕೊಂಡು ಮುಗ್ಧ ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ ಪ್ರಕರಣ ದಾಖಲಿಸಿ ಅನ್ಯಾಯದ ವಿರುದ್ಧ ಬಾಯಿ ಮುಚ್ಚಿಸುತ್ತೆವೆ ಎಂದರೆ ಅದು ಕೇವಲ ಅವರ ತಾತ್ಕಾಲಿಕ ಜಯ ಮಾತ್ರ. ಪೊಲೀಸರು ಎದುರಾದಾಗ ಎಲ್ಲರೂ ಓಡಿ ಹೊದರು ಧಾರವಾಡದಿಂದ ಬಂದ ನಮ್ಮ 5 ಜನ ಹುಡುಗರು ನಮ್ಮನು ಬಿಟ್ಟು ಹೊಗದೆ ಅದೇನೆ ಆದರೂ ಎಲ್ಲರೂ ಕೂಡಿ ಎದುರಿಸೋಣ ಎಂದು ನಮ್ಮ ಜೋತೆ ದೈರ್ಯವಾಗಿ ನಿಂತರು ನಿಜಕ್ಕೂ ಅವರ ದೈರ್ಯಕ್ಕೆ ನನ್ನದೊಂದು ಸಲಾಂ. ಈ ದೈರ್ಯ ನಮ್ಮ ಎಲ್ಲ ವಿ��್ಯಾರ್ಥಿಗಳಲ್ಲಿ ಇದ್ದಿದ್ದರೆ ಯಾವತ್ತೊ ಈ ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆ ಮಣ್ಣು ಪಾಲಾಗುತ್ತಿತ್ತು ��ಲ್ಲದಿರುವಿಕೆಗೆ ಹಾಡುಹಗಲೇ ದರೋಡೆಯಾದರೂ ನೋಡು ನೋಡದಂತೆ ಕುಳಿತು ಕೊಳ್ಳುವುದಾಗಿದೆ. ಪೊಲೀಸರು ನಮ್ಮ ಧಾರವಾಡ ಹುಡುಗರನ್ನು ಜೀಪಿನಲ್ಲಿ ಕುಳಿಸುತ್ತಿರುವಾಗ ನಾನು ನೀರು ಕುಡಿಯಲೆಂದು ಹೋಗಿ ದೂರ ಇದ್ದೆ ತಪ್ಪಿಸಿಕೊಳ್ಳಬೇಕಾದರೆ ಅತಿ ಸುಲಭವಾಗಿ ನಾನು ತಪ್ಪಿಸಿಕೊಳ್ಳಬಹುದಿತ್ತು ಆದರೆ ನನ್ನನೇ ನಂಬಿ ಬಂದಿರುವ ನನ್ನ ಗೆಳೆಯರೆ ಪೊಲೀಸರ ವಶದಲ್ಲಿದ್ದಾಗ ನಾನು ಹೊರಗಡೆ ಇದ್ದರೆ ಅದು ನನ್ನ ಹೇಡಿತನ ಆಗುತಿತ್ತು ಹೊರಾಟದ ಬಗ್ಗೆ ಮಾತನಾಡುವ ಯಾವ ನೈತಿಕತೆಯೂ ಇವತ್ತು ನನ��ೆ ಇರುತ್ತಿರಲಿಲ್ಲ. ಒಬ್ಬ ವ್ಯಕ್ತಿಯನ್ನು ನಂಬಿ ಬಂದಾಗ ಅವರನ್ನು ರಕ್ಷಿಸುವ ಜವಾಬ್ದಾರಿ ಹೊರುವುದೇ ನಿಜವಾದ ನಾಯಕತ್ವ.ಹಾಗಾಗಿ ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ ದಾಖಲಾಗಿರುವ ದಂಡ ಕಟ್ಟುವ ಪ್ರಕರಣಗಳಿಂದ ಖುಲಾಸೆಗೊಳಿಸುವುದು ನಮ್ಮ ಮೊದಲ ಆದ್ಯತೆ ಅದನ್ನು ಆದಷ್ಟು ಬೇಗ ನಮ್ಮ ಸಂಘಟನೆಯಿಂದ ಮಾಡುತ್ತೆವೆ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಅಂಜುವ ಅವಶ್ಯಕತೆ ಇಲ್ಲ. ಇಂತಹ ಸಾವಿರಾರು ಸುಳ್ಳು ಪ್ರಕರಣ ದಾಖಲಿಸಿದರು ನಮ್ಮ ಹೊರಾಟದ ಶಕ್ತಿ ಕುಂದಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಎಲ್ಲರೂ ಭಯದಿಂದ ಹೊರಬನ್ನಿ ಒ���್ಗಟ್ಟಾಗಿ ಹೊರಾಟದ ಕಿಡಿ ಧಾರವಾಡದಿಂದ ಹುಟ್ಟಿಕೊಂಡಿದೆ ಇದು ಜ್ವಾಲೆಯಾಗಿ ಉರಿದ��� ಭ್ರಷ್ಟ ವ್ಯವಸ್ಥೆಯನ್ನು ಸುಟ್ಟು ಭಷ್ಮ ಮಾಡುವವರೆಗೂ ನಿಲ್ಲುವುದಿಲ್ಲ. ಆವತ್ತು ನಮ್ಮ ಕ್ರಾಂತಿಕಾರಿಗಳು ಬ್ರಿಟಿಷರ ವಿರುದ್ಧ ಹೊರಾಡಿದರೆ ಇವತ್ತು ಬ್ರಿಟಿಷ್ ಮನಸ್ಥಿತಿ ವಿರುದ್ಧ ಹೊರಾಡಬೇಕಿದೆ ಅನ್ಯಾಯದ ವಿರುದ್ಧ ನಮ್ಮ ಹೊರಾಟ ನಿರಂತರವಾಗಿರಬೇಕು ಅದು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ನಿಲ್ಲಬಾರದು ಹೊರಾಟ ಮನೋಭಾವ ಪ್ರತಿಯೊಬ್ಬರು ಮೂಡಿಸಿಕೊಂಡಾಗ ಮಾತ್ರ ನಾವು ನ್ಯಾಯ ಪಡೆಯಲು ಸಾಧ್ಯ ಒಬ್ಬ ವ್ಯಕ್ತಿ ಅನ್ಯಾಯದ ವಿರುದ್ಧ ದ್ವನಿ ಎತ್ತಿದ್ದಾಗ ಆತನನ್ನು ದಮನಿಸುತ್ತಾರೆ ಇ��್ಬರು ವ್ಯಕ್ತಿಗಳು ದ್ವನಿ ಎತ್ತಿದ್ದಾಗ ಬಂಧಿಸುತ್ತಾರೆ ಮೂವರು ವ್ಯಕ್ತಿಗಳು ದ್ವನಿ ಎತ್ತಿದ್ದಾಗ ಅವರಲ್ಲಿ ಬಿರುಕು ಮೂಡಿಸುವ ಪ್ರಯತ್ನ ಮಾಡುತ್ತಾರೆ ಅದೇ ಸಾವಿರಾರು ಜನರು.....

Today's update about court order where everyone who filed writ petitions were allowed for KAS mains examination including which in WP 14452/2025 represented by Sharvani T Gowda wherein 17 candidates were allowed for KAS mains today. But what was observed today was that irrespective of language all were allowed which is questionable. ITS HIGH TIME GOVERNMENT INTERVENES. @siddaramaiah
