Black pickup truck was at fault and the dashcam truck had the right of way but without seeing the footage several seconds back it’s hard to say if the trucker should have seen the truck coming on and make a judgement call, based on that short looking on-ramp, that lowering his speed might have been a defensive posture to take. I reckon he was more interested in gaining speed to pass the trucker in the right lane however.

I know in my state, there’s yield signs at most on-ramps but there’s usually a good acceleration lane after the on ramp. Having said all that, I feel like merging vehicles do not respect yield signs much. I think the traffic already on the highway usually naturally adjusts and anticipates this same fact even if it’s not the legal reality.
