Consequently, we will work collaboratively with the ministry to improve PFM, revenue mobilization and service delivery at the local govt level

As the largest open government & fiscal policy initiative in the state, our discussions were on collaborative efforts to enhance fiscal responsibility & internal revenue mobilization towards eco dev.

Debt service is another improvement metric to measure fiscal responsibility. It is laudable to see that Zamfara has improved significantly in this regard. From paying debts with more than 45% of total revenue in 2022, beyond IMFs recommended threshold to just 4.8% in 2024.

Assessing fiscal independent, we analysed the ability of the state to handle her basic recurrent expenses with her IGR. We found that the IGR can only contribute 39.5% and 35.1% in 2023 and 2024 respectively. Meaning, at least +60% of external funds need to be sourced...

Fiscal policies aren't just about revenues & expenditure. They are plans that should be regularly analysed to inform policy reviews & civic engagements.

The 2024 Zamfara approved budget revenue was revised upwards to N436.9bn from initial approval of N426bn

Performance stood at 61.7% with a total of N269.7bn collected (inclusive of rollover from 2023 of N39.2bn). Excluding it, performance stood at 52.7%.

For fiscal year 2024, Zamfara state's Capital investments passed the N100bn mark to peg at N140.8bn, with a y/y increase of 282.6%; all historic firsts.

Having spent years working on subnational fiscal reforms with keen focus on Zamfara, this is the biggest outcome yet.
