It'll come out one day, but much like 7Days to Die its just ridiculous to develop a game through early access for nearly a decade.

@Alle__5 the meta that players use is not going to allow for this. As its already been pointed out a lot of action happens in the first 5-10 mins and usually makes raids lifeless afterwords.
All that remains in most raids after 15-20 mins is player scavs and rat pmcs, which isnt fun.

Partisan is the solution. Could easily design a system where camping / ratting for kills will make you eligible for him, regardless of his spawn chance

this will in turn piss off those types of players though, as its a bit extreme.

@MightyKeef both are still not in 1.0 so it'd be better to wait for both.

That being said Enshrouded has a lot to it, and jagex is a large corp who has been drip feeding key features as updates, so im biased in a way towards Enshrouded.
