the shipment of used self-propelled vehicles from the U.S. to Puerto Rico. Although HQ H318727 does exclude the requirements of 19 CFR 192 it does not exclude the requirements of 15 CFR 30. An EEI is still required to be filed in the AES for all used self-propelled vehicles.

Pursuant to CBP Ruling HQ H318727 dated 7/21/ 2021, CBP has determined that the shipment of used self-propelled vehicles from the continental U.S. to Puerto Rico does not constitute an “export”

Congress passed an act that provides guidance on exports to IRAN. They bypassed the normal FR route and implemented the act. 04/24/2024 Became Public Law No: 118-50 . Basically added more restrictions on goods going to IRAN
