Having the population collect the the xbox at launch while we are in the lowest contagious time (look at the covid trend chart) is better than people collecting it in a lockdown or peak.

There are old games that will be playable on it (doing the same thing as you say) but there will also be next gen games only available for the new console

And for people who can't leave the home by providing your local store with reason for inability to attend (ie disability) and given a code.

I agree mass gatherings do pose a risk, but the general common sense of people in the public has been shown in the decreasing covid numbers in non lock down places
