An Indian national convicted of EBT fraud in Tennessee more than five years ago remains in the United States, where he currently manages an Arkansas retail business that accepts taxpayer-funded payments.

Azim Panjwani serves as a manager for the Indian Market in Little Rock, Arkansas, a grocery store that accepts Supplemental Nutrition Assistance Program payments via EBT cards. According to the Arkansas Secretary of State website, he is named the manager of the store. Commercial real estate investor Siraj Khoja filed the initial incorporation documents for the store's parent entity, Cinepark Grocery LLC in August 2016. State records verify that Azim Panjwani was designated as a manager during this initial filing, establishing his role with the Arkansas business three years prior to his legal troubles in Tennessee.

Following an investigation in 2019, Azim Panjwani was arrested and charged alongside his brother, Sadik Panjwani, with EBT fraud and theft by the Knox County Sheriff’s Office. The brothers owned Green Grocery, which they operated in two locations in Knoxville. They were accused of illegally buying EBT cards at half of their value and using them to stock food for their grocery stores. Both men were legally terminated from owning the two stores due to state and federal law enforcement actions. Green Grocery was temporarily stripped of its EBT privileges due to the case until new ownership took over the business.

Although the two men were held by ICE on an immigration and customs enforcement detainer after their arrests, it appears only Sadik Panjwani was possibly deported.

Azim Panjwani, who shares a daughter born on U.S. soil with an Indian woman, avoided a long prison sentence, but he was required to pay restitution and disqualified from holding a Tennessee license for any business that accepts EBT payments.

Following the resolution of his case in Tennessee, Azim Panjwani relocated to Arkansas. While he faces personal regulatory disqualifications due to his conviction, the Indian Market remains authorized to accept SNAP benefits because the federal EBT license belongs to the parent entity, Cinepark Grocery LLC.

This case begs the question: Why was an Indian national allowed to remain in the U.S. after being convicted of defrauding the government?
