Completely impractical & costly to administer. Right now we need to find ways to encourage cycling not put in more barriers. Plus also not forgetting the risk posed by cyclists to pedestrians is minuscule compared to vehicles. Idiotic & anti cycling.

Transport Secretary, Grant Shapps has told the Mail that cyclists should have number plates, be insured and subject to speed limits. These latest proposals are impractical and unworkable. We need this government to encourage people to cycle more, not less.
