Ethereum is a decentralized system with consensus - as pointed out multiple times in that thread. Not sure why you keep bringing it up.

The block time, as under your definition, for a centralized L2 is a completely arbitrary thing (as @keoneHD recent post pointed out). Megaeth claims a 10ms block time. Why not 100ms? Why not 1ms? @0xBreadguy points out Base's "block time" is 2s. Why not 100ms? Why not 10ms? It's literally an arbitrary made-up number that the maintainer of the software can set to any value. So any argument that one centralized L2 has one value vs another centralized L2 has another value doesn't mean anything at all.

The block time for an decentralized system with consensus (either L1s or recent L2s) is a physical thing that results in messaging, votes, certificates etc. It's not a value that can be arbitrarily changed - it requires design and engineering work. Right now centralized sequencers that post to Ethereum are kicking that work to Ethereum which has a block time of 12s.

I understand your motivation for trying to gloss over this fact because one of megaeth's main selling points is a "real-time" block time of 10ms. But as noted above that's not a competitive advantage to megaeth and if megaeth ever goes to a decentralized version as is the goal of many L2s, it won't be able to achieve that (absent some innovation that could be applied to L1s or those other L2s anyways).

This is a case of misleading marketing running up against actual engineering limitations and definitions.
