Historically, in the context of Pakistan, that is a valid point. However, one thing has changed in the last few years; majority of people are not buying the state narrative the way they used to. Despite this shift, people are still conditioned to accept hardships and not hold those in power accountable.
That's why I think awareness of people's power becomes especially important at this stage. Economic conditions have placed immense strain on the middle and lower classes, public confidence in institutions has gone down to almost zero.
So I think if majority can realise their collective power, it could create the foundation for meaningful change.
Having said that, looking at the ground reality (level of current fascism) nothing will happen without strong leadership.
I understand your point and it’s valid especially in countries like Pakistan.
But I think it’s not only about how bad things are, it’s also about how people interpret those conditions.
Two societies can face similar problems, but their response threshold can be very different. For example Western societies have a lower threshold because people believe their voices matter and that collective action can bring change.
So I think both mindset and the level of adaptability or tolerance to suffering play important roles when it comes to the change.

True, but Alice walker's point here comes before all that. Before people can unite, organize, or mobilise for change, they first have to believe they have some power. If people are convinced they are powerless, even the conditions for change will not lead anywhere. Awareness is the first step, mobilization comes later.
People can be struggling and suffering, and still accept things as they are if they believe they have no power.
Leadership and circumstances are extremely important, but nothing changes if people think their voice doesn't matter.

Roads and infrastructure are important, but allocating almost double the funding to them compared to health and education means focus is on visible projects rather than essential public services, which are far more critical for underprivileged populations who cannot afford private education or healthcare.
Also large infrastructure projects means chances of higher corruption and commissions.

@AraiaJoy I was referring to priorities, health and education should be the main focus, and budget allocation for them should be higher than for visible projects like roads. Misallocation of resources should be a concern for everyone.

All the news circulating on social media that a former Army Chief met Imran Khan in Adiala Jail are fake.
We have checked with Barrister Gohar and he has also confirmed that this is totally fake!
It is disinformation especially spread to distract from the fact that Imran Khan is being tortured through total isolation.
A distraction from the fact that:
1) He is not allowed proper treatment for his eye in a proper hospital.
2) He has not been allowed to speak to his sons.
3) He has not been allowed books for the past 6 months.
4) He has no television
5) He has not been allowed contact with anyone from the outside world in the past 6 months, except two visits by his lawyer on the orders of the court.
There is a full bench court order that allows for at least 18 people to visit him every week. 6 family members and 6 lawyers on Tuesdays, and 6 party members on Thursdays.
All above are Imran Khan’s lawful rights, under Pakistan’s laws and the International laws.
