I interpret that statement the same way. I have to imagine the budget for these outsourced employees came from the departments hosting them.

It appears where we differ is I simply view it as such: if leaders have been successful in advocating for larger budgets in order to pay for the expansion of headcount that includes these consultants then they were capable of advocating for a better system.

The purge of these consultants would act as a forcing function that would likely provide the perfect opportunity for change and if they ultimately fall within the same trap as their predecessors, shame on them too.
