You're right -- that Cato article doesn't distinguish between legal and illegal immigrants. Still, lots of studies have found that that the net impact is neutral-to-positive.

Ironically, the suspicion is strongest on the right. The people who oppose national ID are the ones pushing to require an official ID to vote.

And if Harris had won, border crossings would probably be higher than they are today. I just don't buy that the surge was intentional or that Trump single-handedly fixed it.
