You're right -- that Cato article doesn't distinguish between legal and illegal immigrants. Still, lots of studies have found that that the net impact is neutral-to-positive.

Ironically, the suspicion is strongest on the right. The people who oppose national ID are the ones pushing to require an official ID to vote.
