Prioritizing survival is fine when you're just running away, but Ada's "survival" involves selling volatile viruses samples (like the dominant Plaga) back into the black market for MONEY. Her character development doesn't erase her complicity. She is mercenary, the body counts in RE5 and RE6 are the direct outcome of the market she chooses to feed, simple as that.
