Ex: People still park in handicapped spots in CA, despite large fines, since they are rarely enforced.
@EashChad@JustJenRX No. That's your interpretation of my comment. I am making a broader point. Human history has shown that utopia doesn't exist. Some people will work hard and respect social norms, others are takers. Thus, society needs rules, laws, and enforcement. Is control part of that? Yes.
