Kyari Receives Indian High Commissioner, Strengthens Nigeria–India Agricultural Ties
The Honourable Minister of Agriculture and Food Security, Senator Abubakar Kyari, @SenatorAKyari CON, on Thursday, 4th June, received the Indian High Commissioner to Nigeria, H.E. Amb. Abishek Singh, on a courtesy visit at the headquarters of the Federal Ministry of Agriculture and Food Security (FMAFS) in Abuja.
The meeting provided an opportunity for both sides to discuss areas of mutual interest and explore opportunities for deeper collaboration in agriculture, particularly in the areas of mechanization, agricultural technology, capacity development, investment, and value chain enhancement.
MINISTRY OF AGRICULTURE DRIVES FOOD SECURITY, BOOSTS PRODUCTIVITY THROUGH STRATEGIC INTERVENTIONS
The Federal Ministry of Agriculture and Food Security has recorded notable progress in advancing food security and agricultural productivity under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.
Speaking at a Stakeholders’ Engagement Forum on Agricultural and Food Systems Transformation, the Minister of Agriculture and Food Security, Senator Abubakar Kyari, @SenatorAKyari CON, highlighted key achievements of the Ministry, including:
• Reduction of food prices for major staples by up to 50% nationwide.
• Strategic interventions across key agricultural value chains, including rice, maize, wheat, millet, sorghum, cassava, cocoa, soybeans, cotton, and oil palm.
• Distribution of over 1.9 million bags of fertilizer to nearly one million farmers.
• Provision of improved seeds, agrochemicals, safety kits, and pest management support to farmers.
• Increased crop production as confirmed by the 2025 NAERLS Agricultural Performance Survey.
• Establishment of a National Reference Laboratory and upgrade of the National Fertilizer Management Platform to enhance fertilizer quality control and curb adulteration.
• Training of more than 3,500 farmers on sustainable soil management practices.
• Construction of approximately 170 kilometres of asphalt roads and 57 kilometres of earth roads in rural communities.
• Installation of 296 motorized and solar-powered boreholes, 3,596 solar street lights, and 69 rural housing and market facilities.
• Deployment of 2,000 tractors and assorted agricultural equipment under the Renewed Hope Agricultural Mechanization Programme.
• Establishment of 10 large-scale integrated processing plants and seven composite flour milling factories.
• Creation of Agribusiness Incubation Centres at Federal University Lokoja and Michael Okpara University of Agriculture, Umudike.
• Profiling of 7,398 farmers and promotion of climate-smart agriculture under the Special Agro-Industrial Processing Zones (SAPZ) programme.
• Registration of over 647,500 farmers and support to 622,818 beneficiaries with subsidized inputs under NAGS-AP.
• Yield increases of up to 20% through the Nigerian Farmers Soil Health Scheme.
• Provision of ₦700 billion agricultural insurance cover to 199,275 farmers through the Nigerian Agricultural Insurance Corporation.
• Approval of a ₦250 billion facility for the Bank of Agriculture to provide affordable financing to farmers.
• Strengthening of cooperative societies through the registration of 40 National Cooperative Apexes and capacity-building programmes.
• Expansion of opportunities for women and youth through access to finance, extension services, and climate-smart agriculture training.
• Adoption of the First Lady’s “Every Home a Garden” initiative to encourage household food production and improve nutrition.

Kyari Calls for Stronger Support for Nigeria’s Rice Sector at West Africa Investment Roundtable
Nigeria’s Honourable Minister of Agriculture and Food Security, Senator Abubakar Kyari, CON, participated in the West Africa Rice Investment Roundtable held in Accra, Ghana, from 2–3 June 2026, where regional leaders and stakeholders reviewed progress towards Africa’s goal of achieving rice self-sufficiency by 2035.
The roundtable highlighted the significant gap between rice consumption and production across the continent. Africa currently consumes between 50 and 60 million tonnes of rice annually, while local production stands at only 23 to 25 million tonnes. To bridge this deficit, African countries spend an estimated $5–6 billion annually on rice imports.
Discussions focused on assessing progress made towards reducing import dependence, strengthening regional rice value chains, and mobilizing investments required to achieve the continent’s self-sufficiency target by 2035.
Speaking during the event, Senator Kyari emphasized Nigeria’s commitment to boosting domestic rice production and strengthening food security. He called on key development partners, including the World Bank and the African Development Bank, to demonstrate stronger support for Nigeria’s rice sector through increased investments in irrigation infrastructure, mechanization, improved seed systems, processing facilities, and access to finance for farmers and agribusinesses.
Today, I had the honor of paying a courtesy visit to Dr. Mansur Nagoda, Executive Secretary of the Kano State Contributory Healthcare Management Agency, as part of efforts to strengthen our relationship and deepen collaboration for the benefit of the people of Kano Municipal.
During the visit, we held fruitful discussions on key issues affecting the development of Kano Municipal, with special focus on improving healthcare delivery and expanding access to quality medical services for our constituents.
Dr. Mansur Nagoda offered valuable guidance, prayed for the success of our efforts, and expressed his commitment to supporting initiatives aimed at improving the welfare and well-being of our people.

After the plenary session at the National Assembly, I proceeded to the State House to further our discussions on the constitutional framework for the establishment of State Police as part of ongoing efforts to address insecurity across the country.
This is in line with the Renewed Hope Agenda of the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR for effective policing of the nooks and crannies of the country.

Significant progress has been made towards establishing state police, with a constitutional amendment expected soon, following months of consultations among the Executive, the National Assembly and security authorities.
The Chief of Staff to the President, Hon. Femi Gbajabiamila, disclosed this on Thursday while briefing State House Correspondents after a consultative meeting on state police convened by the Presidency, held at the State House, Abuja.
Gbajabiamila said deliberations on the proposed state police framework began several months ago following a directive by President Bola Ahmed Tinubu, noting that the process has gained considerable traction.
He explained that establishing state police requires careful consideration of constitutional and legal issues and cannot be implemented hastily.
"We started deliberations in the last three or four months on how to go about the establishment of state police as directed by Mr President.
"Establishing state police is not something that you do with the snap of the fingers. There is a lot involved in terms of constitution and legalities, and thank God we have now gained a lot of traction.
“Hopefully, the amendment will come shortly, and the details of the amendment will come after that," Gbajabiamila added.
According to him, discussions have now advanced to the point of considering the necessary constitutional amendments, with the enabling legislation to follow afterwards.
"Right now, what we are looking at is the constitutional amendment itself, and then the enabling law would follow thereafter. That is what we have been deliberating on in the last couple of hours," he added.
The Chief of Staff highlighted broad national support for the initiative, emphasising that the debate is no longer about whether state police should be establishedbut about creating the appropriate legal and institutional framework for its operation.
He said President Tinubu, who has consistently advocated for state police as part of efforts to strengthen Nigeria's security architecture, would receive a comprehensive report on the meeting's outcome.
The meeting is part of a series of consultations convened by the Federal Government to develop a workable framework for the establishment of state police, an initiative aimed at strengthening internal security, improving local intelligence gathering and enhancing the capacity of sub-national governments to address emerging security challenges across the country.
President Tinubu has maintained in the last few months that state police is a necessary response to Nigeria's evolving security challenges, advocating that a decentralised policing structure would strengthen grassroots security, enhance intelligence gathering and improve the protection of lives and property across the country.
The meeting was attended by the Deputy President of the Senate, Jibrin Barau, the Deputy Speaker of the House of Representatives, Benjamin Kalu, the Attorney-General and Minister of Justice, Prince Lateef Fagbemi and the Inspector-General of Police, Tunji Disu, among other senior government officials.

The resurgence of deadly thuggery in Kano State is unacceptable and deeply alarming. Recent brutal attacks, including the killing of innocent citizens by political thugs, have left families in mourning and residents living in fear. Markets, communities, and public spaces are no longer safe.
We strongly condemn the Kano State Government for its apparent inaction and failure to decisively tackle this growing menace. Enough of empty promises, security meetings, and cosmetic measures while lives continue to be lost!
The authorities must immediately deploy full security operations, arrest and prosecute sponsors and perpetrators, and restore peace to Kano. The blood of the innocent demands justice, not excuses.

Kano North remains the APC’s stronghold, not by coincidence.

Yesterday, I had the honor of leading a high-powered delegation on a strategic courtesy visit to the Deputy Governor of Kano State, Murtala Sule Garo, at his office in the Government House, Kano.
The visit was an opportunity to congratulate His Excellency on his well-deserved emergence as Deputy Governor and to reaffirm our collective commitment to the continued progress and development of Kano State. During the engagement, we held fruitful discussions on critical issues affecting the people of Kano Municipal, with particular emphasis on good governance, grassroots development, youth empowerment, and strengthening the dividends of democracy.
Our discussions also focused on fostering greater collaboration in advancing the socio-economic and political aspirations of our people, while supporting the vision of building a more prosperous and united Kano State.
Together, we remain committed to championing policies and initiatives that will uplift our communities and drive sustainable development across Kano Municipal and Kano State as a whole. May Kano continue to move forward in peace, progress, and prosperity.
Takeaways From Today's Senate Plenary
Two of my bills were considered during today's plenary of the Senate in our bid to strengthen our laws for the transformation of our beloved country, the Federal Republic of Nigeria.
The first was on the amendment of the Nigerian Investment Promotion Council which scaled the first reading alongside three other bills.
The second one; a bill for an Act to Establish the Microbiology Council of Nigeria to provide for the control of its membership and to promote and foster the practice of Microbiology in Nigeria, scaled through second reading.
While presenting the lead debate, I noted that the bill seeks to regulate and control the profession of microbiology to enhance the professional conduct of microbiologists, thereby filling a yawning gap in the profession. This is of strategic importance to the public health, food safety and environmental sustainability of the nation, among others.
The proposed body will be self-financing and therefore not dependent on government funding. The absence of a regulatory body has long hindered the optimal growth of the profession.
My distinguished colleagues overwhelmingly supported the bill and it successfully passed the second reading stage.
Also, a bill for an Act to Amend the Border Communities Development Agency Act to make provisions for additional border communities in Nigeria was also passed for second reading. The two bills were referred to relevant committees for further legislative scrutiny.
The Senate also considered and adopted two motions on the bandits' abduction of students, teachers and a toddler in Oriire LGA of Oyo State as well as the continued captivity of women and children abducted in Woro, Kaiama LGA of Kwara State.
The motions were sponsored by Senator Abdulfatai Buhari (Oyo North) and Senator Sadiq Suleiman Umar (Kwara North), respectively. Senators were unanimous in their condemnation of the violent atrocities of bandits.
In my contribution to the debate on the motions, I commended President Bola Ahmed Tinubu, GCFR, for approving the recruitment of 1000 forest guards to go after the bandits and directing the military high command to fish out the culprits and bring them to justice.
We urge him not to relent or waver until the criminals are defeated.
I noted that the issue of security is all-encompassing, involving everyone. Our Armed Forces are doing commendably well in trying to bring bandits to their knees and we equally urge them to up their campaign against bandits and other criminals.
On our part, we are going to sharpen our oversight to make sure that accountability applies to all efforts geared toward combating banditry and other crimes.
Meanwhile, plenary also considered and adopted the reports of relevant committees and passed the following bills for third reading: The Customs, Excise Tariff, etc (Consolidation) Act (Amendment) Bill 2026 and the Malaria Elimination Agency Bill, 2026.

FG RELOCATES NATIONAL AGENCY FOR THE GREAT GREEN WALL (NAGGW) HEADQUARTERS TO KANO FOR ENHANCED OPERATIONAL EFFICIENCY
The Federal Government has relocated the Operational Headquarters of the National Agency for the Great Green Wall (NAGGW) from Abuja to the Afforestation Programme Coordinating Unit (APCU) Office in Kano to enhance operational efficiency.
The Minister of Environment, Balarabe Abbas Lawal, said the strategic move, driven under President Bola Ahmed Tinubu’s Renewed Hope Agenda, is aimed at significantly improving the Agency’s effectiveness in implementing the Great Green Wall Programme across Nigeria’s frontline states.
The NAGGW Programme is an African Union initiative involving over 11 member states, designed to combat desertification, land degradation, and the adverse effects of climate change in the Sahel-Sahara region.
In Nigeria, the programme targets 11 frontline states, namely: Adamawa, Bauchi, Borno, Gombe, Jigawa, Kano, Katsina, Kebbi, Sokoto, Yobe, and Zamfara states.
The Minister disclosed that the Agency’s mandate is to establish a 15km by 1,500km Green Wall belt to enhance environmental sustainability, mitigate climate change, improve food security, and alleviate rural poverty.
Since the inception of the programme in 2013 and its upgrade to a full Agency in 2015, significant achievements have been recorded, including:
• Establishment of over 100 shelterbelts;
• Construction of about 159 solar and wind-powered boreholes to improve water security;
• Engagement of 600 youths as forest guards; and
• Creation of 240 hectares of community orchards and woodlots to boost household income and reduce poverty,” he added.
The Minister stressed that the relocation would address longstanding challenges associated with operating from a temporary rented office in Abuja, far from the project sites in the far North. “By moving to a permanent location in Kano, a central hub within the operational zone, the Agency will achieve better monitoring, stronger coordination with state governments, local authorities, and communities, and more efficient service delivery,” he added.
Kano also hosts the existing Afforestation Programme Coordinating Unit (APCU), a Federal facility established in 1988. The APCU office complex, which has been underutilised since the World Bank Arid Zone Afforestation Programme ended in 1996, now provides suitable and permanent accommodation for the Agency.
He further emphasised that this decision reflects the Federal Government’s policy, under the President’s directive, of locating agencies closer to their areas of operation to enhance efficiency and bring governance closer to the people.
The Minister expressed confidence that this relocation, a key priority of the current administration, will significantly strengthen the implementation of this critical environmental intervention for the benefit of millions of Nigerians in the affected regions.
