Western observers who interpret the scaling back of NEOM as disillusionment are, in a sense, still watching the wrong project. The real construction — of human capital, institutional capacity, and domestic prosperity — has never been more serious.
Much as 2016 marked the unveiling of a bold national reimagination, 2026 finds Saudi Arabia in another pivotal moment — this time defined by recalibration.
The recent BBC and Economist essays on the scaling back of Saudi Arabia's futuristic megaprojects captures a real phenomenon, though it risks being read through the wrong lens.
What we are witnessing is the application of what project managers call the iron triangle: every large undertaking must negotiate the competing pressures of cost, time, and scope.
PIF has written down billions in giga-project investments and pivoted toward revenue-generating areas like mining, logistics, and AI infrastructure [Gulf International Forum](https://t.co/XIemrbqK82) — a pivot driven by fiscal discipline.
This is a normal course correction. What is less normal — and more interesting — is the disproportionate attention it has attracted in the West. That attention reflects two things: Saudi Arabia's outsized role in global energy markets and geopolitics, and the air of mystery the Kingdom has historically projected to outside observers.
Add to this the ongoing conflict in Gaza and the US/Israeli war and reverbating turbulences involving Iran, and every Saudi policy shift becomes refracted through an external prism that often misses the domestic logic entirely.
But there is a deeper story here, one that economics alone cannot tell.
When Vision 2030 was launched, projects like NEOM's The Line served a dual purpose. They were instruments of economic diversification, yes — but they were also statements of identity.
For decades, Saudi Arabia had been systematically mischaracterized in Western discourse: flattened into caricature, stripped of complexity. The megaprojects were, in part, a corrective — an assertion of ambition, sophistication, and a vision of modernity on Saudi terms.
That phase has passed. The psychological orientation has shifted.
The animating principle now is something closer to *Saudi First* — a deliberate reordering of priorities toward the immediate welfare of Saudi citizens.
A nation secure enough in its identity does not cater to foreign audiences. And this is upsetting certain quarters who want Saudi to fit their own lenses.
The evidence of this Saudi reorientation is tangible and accelerating for the locals.
Urban development and housing remain policy priorities under the 2026 budget, with continued investment in residential construction, municipal infrastructure, and public services reflecting rising demand driven by population growth, urbanization, and social development goals.
