THE HOUSE MUST NOT TURN CONSTITUTIONAL REFORM INTO A CLOSED-DOOR AMBUSH

The conduct of Speaker Tajudeen Abbas and the leadership of the House of Representatives during the constitutional review proceedings raises serious questions about transparency, responsibility and respect for democratic governance.

A State Police Establishment Bill is not an ordinary piece of legislation. It seeks to alter the architecture of security, redefine the relationship between federal and state authorities, and place enormous coercive powers closer to governors and local political structures.

Such a proposal demands the highest level of scrutiny.

Instead, Nigerians are watching a process that appears rushed, poorly explained and dangerously detached from meaningful public participation. A constitutional amendment of this magnitude should never be treated as a routine motion to be forced through the chamber for political convenience.

State police may offer solutions to some of Nigeria’s security challenges, but without strong safeguards, it could also create new dangers. What prevents governors from turning police formations into instruments of political intimidation? Who guarantees professional recruitment, adequate funding and operational independence? What protections will exist for opposition figures, journalists, activists and ordinary citizens?

These are not minor details. They are the heart of the debate.

The House leadership should have opened the process to security experts, constitutional lawyers, civil society organisations, state governments, traditional institutions, labour groups and the Nigerian public. The draft should have been published, examined and debated thoroughly before any attempt at passage.

Legislative speed is not the same as legislative wisdom.

When lawmakers rush a sensitive constitutional alteration without adequate safeguards, they do not strengthen democracy. They weaken public confidence in it.

Speaker Abbas and the House leadership must understand that constitutional review is not a private negotiation among political elites. The Constitution belongs to the people, and every alteration must reflect informed public consent.

The opposition in the House must also rise above silence and complacency. This is not the moment for members to behave like spectators while a law with far-reaching consequences is pushed forward. They must demand transparency, insist on clear safeguards and defend the public’s right to participate.

Nigeria needs security reform, but it must be reform built on accountability, federal balance and protection against abuse.

A State Police Bill imposed without serious scrutiny may solve one problem today and create ten more tomorrow.

The House must pause, publish the full details, conduct genuine public hearings and allow Nigerians to make meaningful input.

Anything less is not constitutional reform.

It is political convenience disguised as national security.
